The celebration was to end with the premiere of a short film spotlighting several Rise Up Alameda participants.

The “Guaranteed Income Works” celebration coincides with the release of independent data from the second and final year of Rise Up Alameda, the primary goal of which was to reduce economic instability for program participants using American Rescue Plan Act (ARPA) funding. The data suggested that guaranteed-income recipients saw meaningful improvements in financial stability, improved mental well-being and more flexible working arrangements, with no negative effect on employment.

The guaranteed=income pilot program provided 150 individuals with an unconditional cash payment of $1,000 a month for 24 months, from December 2023 through November 2025. To qualify, recipients had to be Alameda residents ages 18 or older living in households with annual incomes no greater than 50% of Alameda County’s Area Median Income (AMI) based on household size (e.g. $51,800 for a family of one, based on 2023 AMI).

To ensure that data from this pilot program enhanced the growing national body of research on impacts of providing a minimum basic income, the city of Alameda partnered with Abt Global to design an evaluation of Rise Up Alameda, including a control group of 180 randomly selected applicants with similar demographic characteristics who did not receive monthly payments.

Analyzing data from the full program, the final report found that Rise Up Alameda participants are doing better than people in the control group across several key evaluation markers, including financial stability and mental health.

“Guaranteed income is a proven tool to help our most vulnerable residents achieve financial stability,” said Mayor Ashcraft, who championed the pilot program. “I am proud that Alameda launched this critical program when families need it most.”

Alameda’s pilot program is affiliated with Mayors for a Guaranteed Income, a coalition of more than 180 mayors. The research findings from Alameda build on similar results from more than 30 mayor-led guaranteed-income programs in several U.S. cities, including Stockton, Saint Paul, Minnesota, Cambridge, Massachusetts, and Paterson, New Jersey.

For more details online about the Rise Up Alameda program and a link to the full report on its second and final year, visit bayareane.ws/4hUbfa7.

— city of Alameda

Kiwanis Club starts next year of service with new officials

The Kiwanis Club of Alameda (KCA) on Oct. 7 celebrated the start of its new year of service, which always begins in October and ends the following September. Members welcomed a new president, secretary and board of directors to organize the next 12 months of service under a “Garden of Hope” theme.

Kari Thompson, this service year’s new president, designated the importance of renewing hope through our service projects serving the Alameda community, and Laila Grassley, last year’s president reflected on her past 12 months in the role.

Over the last year, the KCA’s January fundraiser raised $21,000 that was all distributed to local nonprofits in June. Hope of America awards inspired middle school students and their teachers to greater heights. Six graduating seniors were awarded Kiwanis Foundation scholarships in May. The KCA helped train elementary school students in safe bicycling and walking and held an annual bike festival helmet giveaway for Island youth.

The KCA also walked at Relay for Life in July to raise money for the American Cancer Society and innovated between major programs with “mini-service projects” that made a difference for Alamedans in need: a canned food drive in the fall, a warm sock drive and a T-shirt drive in winter, and a substantial donation to the Alameda Education Foundation for school backpacks.

Special recognition for service during the 2025-26 year was roundly applauded at the celebration. Thompson, the new president, and Poppy Bank of Alameda received the community service award. Russ and Linda Grant received the distinguished service award for Alameda Kiwanians. Doug Morrison received the Kiwanian of the Year award. Dominic McKenna received his 20-year award and Jim Sweeney his 25-year commendation.

Cheri Hadley received the William Dunlap award, the highest honor of Kiwanis service in the California/Nevada/Hawai’i district. Honored guests included Emmanuel Escobal, immediate past Lt. Governor Division 2; Dawna Dowdell Dos Santos, current Lt. Governor Division 2; and Samuel Phu, current Lt.
