Here in Santa Clara County, these risks increase during El Niño years, when warmer ocean waters in the eastern tropical Pacific influence storm patterns, leading to more moisture in the air and stronger winter storms. During a strong El Niño, as forecast for the upcoming season, our region is more likely to experience repeated heavy rainfall over extended periods.

Valley Water monitors these changing conditions closely and works year-round to maintain flood protection infrastructure. However, we only own or have access to maintain about 350 of the more than 800 miles of creeks in the urbanized valley areas of Santa Clara County. The remaining stretches of creeks are owned by private property owners and by public agencies.

Heavy and prolonged rainfall, like the type El Niño might bring, can challenge even well-maintained systems, and overflowing creeks or reservoirs can create situations where every minute counts. That’s why personal preparedness is so important.

Properties next to creeks or in a FEMA‑designated Special Flood Hazard Area face the highest flood risk. The best first step you can take is to visit valleywater.org/floodready to find out exactly where your home or business is located within the flood zone. If you live next to a creek, learn about ownership and maintenance responsibilities.

This is also the perfect time to get flood insurance. Standard homeowners or renters’ insurance does not cover flood damage, so it’s important to purchase a separate flood policy no matter where you live. Coverage is available for both homeowners and renters. Most policies have a 30-day waiting period before going into effect.

It’s also vital to register for emergency alerts delivered to your mobile device. During fast‑moving flood events, real‑time notifications can give you the minutes you need to move to safety, protect valuables or help others in your household. Register today at AlertSCC.org so that warnings arrive exactly when they’re needed. Make sure every member of your household has signed up.

Another key step is to make an emergency plan. Talk with your household or coworkers about what each person should do if flooding occurs. Finally, locate your nearest free sandbag distribution center before storms begin. Sandbags are one of the most effective tools for redirecting water away from entrances, garages and other vulnerable areas.

As we navigate an uncertain winter, please know that we are in this together. By planning ahead, we can all do our best to be flood safe.

Nai Hsueh is the Valley Water Board Director for District 5, which encompasses Cupertino, Sunnyvale and Saratoga.

Powerful storms can change conditions quickly and leave very little time to react to flooding.
