(KBAK\/KBFX) A ballot measure backed by the California Chamber of Commerce is aiming to change how environmental reviews are handled in California, setting up a debate over whether it would speed up needed construction or saddle taxpayers with new costs.<\/p>\n<p><a href=\"https:\/\/voterguide.sos.ca.gov\/propositions\/45\/\" target=\"_blank\" rel=\"nofollow noopener\">Proposition 45<\/a> was put on the ballot by the California Chamber of Commerce to modify the California Environmental Quality Act, known as CEQA. <\/p>\n<p><img alt=\"California Chamber backs Prop 45 to modify CEQA, citing rising costs (KBAK\/KBFX)\" class=\"ImageEmbed_image__qZBo_\" decoding=\"async\" height=\"365\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/10\/f1607514-2245-4cd7-8514-785efb47da0e-house.jpg\" width=\"648\"\/><\/p>\n<p>California Chamber backs Prop 45 to modify CEQA, citing rising costs (KBAK\/KBFX)<\/p>\n<p>Political analyst Matt Klink described it as \u201ca measure that was put on the ballot by the California Chamber of Commerce that provides modification to something called the California Environment Quality Act, or CEQA.\u201d<\/p>\n<p>The California Chamber of Commerce said CEQA has driven up costs in the state. <\/p>\n<p>Jennifer Barrera, president and CEO of the California Chamber of Commerce, said, \u201cLegislature has spent decades addressing CEQA around the edges. With narrow exemptions and one-off fixes for individual projects that has not delivered the comprehensive reform that California needs in order to drive down our costs.\u201d<\/p>\n<p>Barrera said Proposition 45 would reduce delays in building by imposing deadlines. <\/p>\n<p>\u201cProp 45 is about making California more affordable by cutting unnecessary delays and setting firm deadlines to deliver the essential projects our community needs.
