The administrator would retain control over the finance and human resources departments, but the mayor would be responsible for managing the other departments.

The City Council would have the power to conduct legislative hearings and issue subpoenas to compel witness testimony or the delivery of documents.

Measure EE was placed on the ballot by the Oakland City Council in June, with a rare tie-breaking vote from Lee.

“No” votes were from councilmembers Zac Unger, Noel Gallo, Ken Houston and Janani Ramachandran. Councilmembers Rowena Brown, Carroll Fife, Kevin Jenkins and Charlene Wang voted in favor of placing the measure on the ballot.

City Council President Kevin Jenkins — who has won 82.6% of the vote in his reelection bid to represent District 4 — emphasized that the change brought about by Measure EE is not a “power grab” by the mayor.

Measure EE is “not going to diminish [City] Council’s role; it will just be different,” Jenkins said Thursday. “This measure is not about weakening council; it’s about creating a more effective partnership between the mayor and council.”

<img loading="lazy" data-recalc-dims="1" decoding="async" width="1024" height="702" data-attachment-id="198886" data-permalink="https://localnewsmatters.org/2026/11/06/barbara-lee-reelected-oakland-mayor-measure-ee/bcn-20261105-leemeasureee-02/" data-orig-file="https://i0.wp.com/localnewsmatters.org/wp-content/uploads/2026/11/BCN-20261105-LEEMEASUREEE-02-scaled.jpg?fit=2560%2C1754&ssl=1" data-orig-size="2560,1754" data-comments-opened="0" data-image-meta="{"aperture":"1.6","credit":"Tanay Gokhale/Bay City News","camera":"iPhone 12 Pro","caption":"Oakland City Council President Kevin Jenkins thanks voters for reelecting him and for passing Measure EE at a press conference held at City Hall in Oakland, Calif., on Thursday, Nov. 5, 2026 as (BACK L-R)\\rOakland Councilmember Zac Unger, President of the League of Women Voters of Oakland Ernestine Nettles, Oakland Councilmembers Ken Houston and Carroll Fife, Senior Advisor at SPUR Ben Rosenfield, Interim Executive Director of the League of Women Voters of Oakland Helen Hutchison, Oakland Mayor Barbara Lee, and Interim City Administrator Elizabeth Lake.
