{"id":53529,"date":"2025-11-14T21:49:07","date_gmt":"2025-11-14T21:49:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/53529\/"},"modified":"2025-11-14T21:49:07","modified_gmt":"2025-11-14T21:49:07","slug":"milpitas-interim-city-manager-extends-stay-after-resignation","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/53529\/","title":{"rendered":"Milpitas interim city manager extends stay after resignation"},"content":{"rendered":"<p>Milpitas Interim City Manager Deanna Santana has temporarily held back resignation \u2014 a decision she announced after a disagreement with <a href=\"https:\/\/www.mercurynews.com\/2025\/10\/24\/milpitas-city-council-censure-apology\/\" rel=\"nofollow noopener\" target=\"_blank\">a councilmember who\u2019s alleged to have nearly violated California Law<\/a>.<\/p>\n<p>\u201cShe\u2019s fixing the city. I don\u2019t want to lose her,\u201d said Milpitas Mayor Carmen Montano. \u201cIt\u2019s unfortunate the wrinkle that happened, but we\u2019re moving forward and doing the people\u2019s business.\u201d<\/p>\n<p><a href=\"https:\/\/www.mercurynews.com\/2025\/10\/21\/milpitas-city-manager-resigns-brown-act\/\" rel=\"nofollow noopener\" target=\"_blank\">Santana\u2019s initial decision to resign<\/a> came in August after an incident involving Councilmember Evelyn Chua who reportedly nearly violated the Brown Act \u2013 California\u2019s open meeting law \u2013 by improperly trying to schedule a meeting of the City Council. The situation led to a disagreement between Santana and Chua, after which Santana said she would resign, with her last day set for October 31.<\/p>\n<p>\u201cI came to Milpitas to help fix the organization, not to fight or be disrespected,\u201d wrote Santana in an August email announcing her resignation. \u201cUnfortunately, over the last two weeks, both have happened with Councilmember Chua.\u201d<\/p>\n<p>However, at later City Council meetings, Santana said that the two \u201ccleared the air\u201d and carried on \u201cbusiness as usual.\u201d<\/p>\n<p><a href=\"https:\/\/www.mercurynews.com\/2025\/10\/22\/milpitas-councilmember-brown-act-censure\/\" rel=\"nofollow noopener\" target=\"_blank\">Chua faced the censure process for the incident<\/a>, though the process was later rolled back and Chua was asked to apologize.<\/p>\n<p>During a meeting prior to Santana\u2019s pending resignation, many city staff \u2014 including the police chief, the fire chief and city leadership \u2014 offered paeans to the work she had done in the city, with some pleading for her to stay.<\/p>\n<p>\u201cAlthough your time with us is still brief, your impact is already remarkable and deeply meaningful to all of us,\u201d said Milpitas IT Director Daniel Nam at the October 21 city council meeting, reading from a letter from the city\u2019s leadership team. \u201cWe remain hopeful that the progress and improvements initiated under your leadership can continue.\u201d<\/p>\n<p>Santana said over email that she was \u201chere for the time being\u201d pending future discussion by the City Council, which would happen in closed session. She did not address questions regarding her motivation for staying beyond her initial resignation date.<\/p>\n<p><a href=\"https:\/\/www.mercurynews.com\/2025\/04\/17\/milpitas-hires-ex-santa-clara-city-manager-deanna-santana-for-top-position\/\" rel=\"nofollow noopener\" target=\"_blank\">Santana was brought on as interim City Manager in April<\/a>, after <a href=\"https:\/\/www.mercurynews.com\/2025\/04\/02\/milpitas-city-manager-to-retire-this-month\/\" rel=\"nofollow noopener\" target=\"_blank\">Ned Thomas resigned from the position in March<\/a>. Should Santana ultimately resign, she would join a series of city managers who have come and gone from Milpitas in previous years, including <a href=\"https:\/\/www.mercurynews.com\/2019\/05\/29\/milpitas-city-manager-julie-edmonds-mares-resigns\/\" rel=\"nofollow noopener\" target=\"_blank\">an unexplained exit by Julie Edmonds-Mares<\/a> in 2019 and <a href=\"https:\/\/www.mercurynews.com\/2023\/12\/20\/milpitas-ex-city-manager-sues-city-alleges-former-mayor-exchanged-endorsements-for-political-favors\/\" rel=\"nofollow noopener\" target=\"_blank\">former City Manager Steve McHarris, who sued the city over alleged misconduct<\/a> by current and former mayors.<\/p>\n<p>Prior to the recent set of events, Santana had seen her fair share of controversy. She was once the second-highest paid city manager in the state, earning $765,152 in compensation while working for Santa Clara. In 2022, <a href=\"https:\/\/www.mercurynews.com\/2022\/02\/24\/santa-clara-council-votes-to-fire-city-manager-deanna-santana-cites-lack-of-confidence-in-her\/\" rel=\"nofollow noopener\" target=\"_blank\">she was ousted by the majority of the City Council<\/a>, who cited \u201clack of confidence\u201d in her ability to do her job.
