{"id":54408,"date":"2025-11-15T11:38:08","date_gmt":"2025-11-15T11:38:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/54408\/"},"modified":"2025-11-15T11:38:08","modified_gmt":"2025-11-15T11:38:08","slug":"south-l-a-merchants-residents-frustrated-as-homelessness-persists","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/54408\/","title":{"rendered":"South L.A. merchants, residents frustrated as homelessness persists"},"content":{"rendered":"\n<p>Marina Solano\u2019s grocery store in South Los Angeles enjoys steady business selling freshly made tortillas and a variety of produce like oranges, avocados and tomatoes to the heavily Latino community. <\/p>\n<p>But the continued presence of homeless encampments on the streets surrounding El Mexicano Market has forced Solano to board up her storefront and hire extra security to protect her business, her employees and her customers.<\/p>\n<p>\u201cWe are extremely affected by the homeless. Is no one going to help us?\u201d she said. \u201cIt seems they have more rights than we do.\u201d<\/p>\n<p>Juan Morales, a security guard at the market, witnessed the problem grow over the last three years he has worked for Solano.<\/p>\n<p>\u201cThe homeless have threatened to burn the market,\u201d Morales said. \u201cAnd they say we can\u2019t do anything about it. Mayor Karen Bass <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-11-04\/mayor-bass-lifts-state-of-emergency-on-homelessness-the-crisis-remains\" rel=\"nofollow noopener\" target=\"_blank\">recently lifted<\/a> the city\u2019s state of emergency on homelessness, noting that the number of unhoused people decreased significantly in the last two years. But for South L.A. merchants and residents, especially in the community of Florence, the city\u2019s efforts have done little to curb the stubborn homelessness problem on their streets.<\/p>\n<p>The homelessness crisis is nothing new to Los Angeles, and efforts over the years to address it have had mixed results. While city officials celebrate successes in clearing homeless encampments in other parts of Los Angeles, resident and merchants in Florence say more needs to be done in their community.<\/p>\n<p>Solano is one of several business owners in Florence who complain that they have been impacted by the \u201cnever-ending\u201d presence of homeless encampments. This encampment stretches from Gage Avenue to Florence Avenue.  <\/p>\n<p>(Gary Coronado \/ For The Times)<\/p>\n<p>The streets are unwalkable and full of trash, and the smell is \u201cunbearable,\u201d residents say.<\/p>\n<p>\u201cI know this doesn\u2019t just affect me. [Homelessness] is spread throughout South L.A., if you go to downtown L.A. they are hidden in between businesses or by the L.A. River. But unfortunately here, they are near homes,\u201d Solano said.<\/p>\n<p>A middle school, public park and bank are all within walking distance of the encampment. But some residents say they don\u2019t feel safe walking to such places, with sidewalk tents encroaching on bus stops, bike lanes and roadways. <\/p>\n<p>\u201cI have lived here for about eight years and it seems they only like [Avalon Boulevard],\u201d a woman, who declined to identify herself, said while she waited for the bus with her two young children. \u201cIf you notice, the problem is only between Gage and Florence.\u201d<\/p>\n<p>During the COVID-19 pandemic, the<a class=\"link\" href=\"https:\/\/www.latimes.com\/homeless-housing\/story\/2020-06-12\/la-homelessness-jumped-before-coronavirus-hit#:~:text=The%20estimate%20for%20the%20city%20was%2041%2C290%2C%20up%20almost%2014%25%20and%20only%20slightly%20less%20than%20last%20year%E2%80%99s%20increase%20of%2016%25.\" rel=\"nofollow noopener\" target=\"_blank\"> annual count<\/a> by the Los Angeles Homeless Services Authority estimated that about 41,290 people were considered homeless, with about 30% living in shelters. <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-14\/2025-homeless-count-numbers\" rel=\"nofollow noopener\" target=\"_blank\">In 2025<\/a>, the number of people living on the streets of Los Angeles dropped to 26,972. <\/p>\n<p>Bass said that the emergency declaration \u201callowed the city the authority to take bold and swift action to upend the failed status quo \u2026 resulting in Los Angeles\u2019 first-ever two consecutive years of reduction in homelessness, including a 17% drop in street homelessness.\u201d<\/p>\n<p>City officials say they have also launched targeted efforts to address the homelessness problem in South Los Angeles.<\/p>\n<p>In May, Councilmember Curren Price, whose district includes much of South Los Angeles, teamed up with Bass to launch an Inside Safe operation on Avalon Boulevard that housed 32 people, and of those, seven have returned to the streets, per city figures. <\/p>\n<p>\u201cA key component of Inside Safe is the consistent monitoring of former operation sites to bring even more Angelenos inside if encampments return and to work with partners to connect people to resources that can appropriately meet individual needs,\u201d Bass said in a statement this week. <\/p>\n<p>This program, however, requires homeless people to voluntarily accept services and let go of most of their personal belongings. Since its 2022 inception, Inside Safe has moved more than 5,000 people into interim housing, according to<a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-11-04\/mayor-bass-lifts-state-of-emergency-on-homelessness-the-crisis-remains\" rel=\"nofollow noopener\" target=\"_blank\"> a Times report<\/a>.<\/p>\n<p>In a statement to <a class=\"link\" href=\"https:\/\/www.nbclosangeles.com\/news\/local\/south-la-homeless-encampment-continues-to-resurface-even-after-20-cleanups\/3794404\/#:~:text=not%20everyone%20is%20ready%20to%20accept%20services\" target=\"_blank\" rel=\"nofollow noopener\">NBCLA<\/a>, Price said that \u201cnot everyone is ready to accept services.\u201d <\/p>\n<p>            <img class=\"image\" alt=\"Elihue &quot;Shaba&quot; Pitts Sr., 53, who is homeless, considers himself the community organizer\"   width=\"1200\" height=\"800\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2025\/11\/1763206688_261_\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Elihue \u201cShaba\u201d Pitts Sr., 53, who is homeless, considers himself the community organizer along the 7000 block of Avalon Boulevard.<\/p>\n<p>(Gary Coronado \/ For The Times)<\/p>\n<p>Homeless residents like Elihue \u201cShaba\u201d Pitts Sr. find it hard to \u201cjust leave,\u201d he said.<\/p>\n<p>Pitts lives on Avalon Boulevard, where he maintains a small garden to memorialize his son Omari Pitts, who was killed in a violent crash from a high-speed police chase in Fontana. During the city\u2019s <a class=\"link\" href=\"https:\/\/sanitation.lacity.gov\/san\/faces\/home\/portal\/s-lsh-wwd\/s-lsh-wwd-s\/s-lsh-wwd-s-l?_adf.ctrl-state=n7vmylhwt_1&amp;_afrLoop=14170976658840922&amp;_afrWindowMode=0&amp;_afrWindowId=null#!%40%40%3F_afrWindowId%3Dnull%26_afrLoop%3D14170976658840922%26_afrWindowMode%3D0%26_adf.ctrl-state%3Dn7vmylhwt_5\" target=\"_blank\" rel=\"nofollow noopener\">Cleaning and Rapid Engagement, or CARE<\/a> operations, Pitts\u2019 belongings, including his potted plants, were removed.<\/p>\n<p>\u201cI start from scratch,\u201d the 53-year-old said. \u201cI have to. This is all I got.\u201d <\/p>\n<p>The last CARE operation on the Avalon corridor took place on Halloween Day, according to Price\u2019s office.<\/p>\n<p>\u201cWe try to have a peaceful relationship with the homeless, like giving them food during Thanksgiving and holidays,\u201d Solano said. \u201cBut sometimes they want to come and do whatever they want. We just can\u2019t allow that.\u201d<\/p>\n<p>John Maceri, chief executive of <a class=\"link\" href=\"https:\/\/www.thepeopleconcern.org\/\" target=\"_blank\" rel=\"nofollow noopener\">The People Concern<\/a>, an L.A.-based nonprofit social service agency focused on ending homelessness, said unhoused people may initially decline resources but that \u201crelentless outreach\u201d is necessary. <\/p>\n<p>\u201cWhen someone says \u2018no\u2019 today, it doesn\u2019t mean \u2018no\u2019 forever,\u201d Maceri said. \u201cIt may take weeks, or months in some cases, to get someone to agree to take the next step. Some folks have been let down by the system and they chose a location that feels familiar to them.\u201d <\/p>\n<p>He added that programs like Inside Safe and L.A. County\u2019s <a class=\"link\" href=\"https:\/\/homeless.lacounty.gov\/pathway-home\/\" target=\"_blank\" rel=\"nofollow noopener\">Pathway Home<\/a> \u201care not just moving people from one side of the street and cleaning up the area.\u201d <\/p>\n<p>\u201cThe whole idea is that people are connected to housing and ongoing services, which is a big incentive for people to participate,\u201d Maceri said. \u201cThis is a big difference [over] just moving encampments so that the streets and sidewalk are clean.\u201d <\/p>\n<p>City crews have sanitized Gage Avenue and Avalon Boulevard in South Los Angeles more than 20 times just this year, according to Price\u2019s office. But residents say this is not enough. <\/p>\n<p>Sanitation crews remove health and safety hazards and solid waste from the public right-of-way, according to the city\u2019s sanitation and environment department.<\/p>\n<p>Typically, when a clean-up operation is scheduled, unhoused people are notified ahead of time. Once notified, residents say, the homeless neighbors simply move temporarily to nearby residential streets. <\/p>\n<p>A Florence resident who identified herself only as Cindy said she has seen this problem since she first bought her house a year ago. <\/p>\n<p>\u201cIt has been a nightmare,\u201d she said. \u201cThis has been super stressful. For an entire year, my husband and I cleaned up all this trash. Sure, the city tries to clean up the main streets, but when it comes to the residential ones, they don\u2019t do anything about it.\u201d<\/p>\n<p>            <img class=\"image\" alt=\"Rueben Acosta, who is homeless, washes down the street in front of his motorhome along Avalon Blvd. \"   width=\"1200\" height=\"800\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2025\/11\/1763206688_958_\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Rueben Acosta, 45, who is homeless, washes down the street in front of his motorhome.<\/p>\n<p>(Gary Coronado \/ For The Times)<\/p>\n<p>According to city street signs, residential streets are scheduled for cleaning on Mondays and Tuesdays from 10 a.m. to 12 p.m. But for residents like Cindy, trash pickup is not consistent. <\/p>\n<p>Every week, Cindy and her husband power wash the sidewalk in front of their home and dump the trash they collect into their business\u2019 dumpster. But after a while, \u201cI told my husband no more, this isn\u2019t our job,\u201d she said.<\/p>\n<p>The Bureau of Street Services did not immediately respond to a request for comment as of Friday.<\/p>\n<p>\u201cWe\u2019re maintaining coordination with service providers and city departments to ensure follow-up cleanups and pursue long-term solutions that promote stability, safety and dignity for everyone involved,\u201d said Angelina Valencia-Dumarot, a spokesperson for Price\u2019s office. \u201cAdditional coordinated operations are planned for early December.\u201d<\/p>\n<p>Some business owners have taken it upon themselves to clean their side of the street, trying to preserve the look of what was once a bustling corridor.<\/p>\n<p>\u201cI\u2019ve been assaulted at gunpoint, and the police said we can\u2019t do anything because they didn\u2019t shoot me,\u201d said one business owner, who declined to give their name due to fear of retaliation. \u201cWe are being neglected. Our business has gone down, not only because of what\u2019s happening with immigration, but because of the homeless issue that has been going on for years.
