Credit: Ximena Natera, Berkeleyside\/Catchlight<\/p>\n<p>Berkeley voters may be asked to consider a ballot measure next year that would increase property taxes to generate money for performing arts organizations, which have <a href=\"https:\/\/www.berkeleyside.org\/2025\/01\/06\/berkeley-arts-organizations-in-trouble\" rel=\"nofollow noopener\" target=\"_blank\">struggled to bounce back from the pandemic<\/a> and fear they can no longer rely on federal funding.<\/p>\n<p>A new coalition of arts groups that includes Berkeley Repertory Theater, Berkeley Symphony Orchestra and the Freight &amp; Salvage announced last week that it will start collecting signatures for a <a href=\"https:\/\/assets.nationbuilder.com\/berkeleyarts\/pages\/44\/attachments\/original\/1762554766\/2026_Berkeley_Arts_and_Creative_Economy_Rescue_and_Sustainability_Ballot_Measure_Final_Text.pdf?1762554766\" rel=\"nofollow noopener\" target=\"_blank\">parcel tax<\/a> of 7 cents per square foot. That would translate to an increase of $105 per year for a 1,500 square-foot home and raise more than $5.5 million annually for the arts.\u00a0<\/p>\n<p>\u201cWe believe that Berkeley without the arts isn\u2019t Berkeley,\u201d said Liz Lisle, managing director of Shotgun Players. \u201cIt\u2019s a basic value of the city.\u201d<\/p>\n<p>Attendance and subscriptions are only now starting to match pre-pandemic figures at Shotgun Players, which only this year returned to comparable revenue, Lisle said.<\/p>\n<p>Others haven\u2019t been so lucky. Aurora Theatre <a href=\"https:\/\/www.berkeleyside.org\/2025\/08\/12\/aurora-theatre\" rel=\"nofollow noopener\" target=\"_blank\">shut down earlier this year<\/a>, joining a list of closures that also includes the <a href=\"https:\/\/www.berkeleyside.org\/2023\/05\/19\/bay-area-childrens-theatre-closing-berkeley\" rel=\"nofollow noopener\" target=\"_blank\">Bay Area Children\u2019s Theater<\/a>, <a href=\"https:\/\/www.berkeleyside.org\/2023\/07\/05\/theatrefirst-berkeley-closing-live-oak-park\" rel=\"nofollow noopener\" target=\"_blank\">TheatreFirst<\/a> and the <a href=\"https:\/\/www.berkeleyside.org\/2024\/08\/01\/declining-enrollment-forcing-california-jazz-conservatory-close-year\" rel=\"nofollow noopener\" target=\"_blank\">California Jazz Conservatory\u2019s<\/a> degree program.<\/p>\n<p>Seventeen Berkeley arts organizations are listed on the coalition\u2019s website as endorsing the ballot measure, and Lisle said more support the campaign. Credit: David Allen<br \/>\nLocal funding could replace loss of federal grants<\/p>\n<p>Tom Parrish, managing director of Berkeley Repertory Theatre, said his organization has a $5 million deficit. In May, Berkeley Rep found out that a <a href=\"https:\/\/www.berkeleyside.org\/2025\/05\/05\/berkeley-rep-berkeley-food-pantry-trump-doge-federal-funding-cuts-local-impact#h-berkeley-rep-loses-40k-to-create-new-groundbreaking-theater\" rel=\"nofollow noopener\" target=\"_blank\">$40,000 National Endowment for the Arts grant<\/a> that it was using to incubate new plays had been rescinded. The organization ultimately did not lose any funding, after submitting reimbursements that the government honored, Parrish said.\u00a0<\/p>\n<p>But thousands of arts organizations across the country have lost federal funding, as the government rescinded grants that were not in line with President Donald Trump\u2019s priorities. The Berkeley Arts Coalition is turning to taxpayers in part because they do not believe their artistic vision aligns with those priorities. Public funding, Parrish noted, would help close the widening gap.<\/p>\n<p>To get the measure on the November 2026 ballot, the Berkeley Arts Coalition needs to secure 2,625 signatures from registered Berkeley voters, said Lisle, who recently launched a <a href=\"http:\/\/www.yesforberkeleyarts.com\/\" rel=\"nofollow noopener\" target=\"_blank\">website<\/a> to advertise the campaign. The measure would need support from a simple majority of voters to pass.\u00a0<\/p>\n<p>If it\u2019s approved, 75% of the funds would go toward nonprofit performing arts grants, and the remaining money to subsidizing Berkeley\u2019s existing civic arts grants, arts infrastructure and community festivals.<\/p>\n<p>Will voters back another tax increase?<\/p>\n<p>Lisle said the coalition was encouraged by polling conducted this summer by EMC Research, which found that 63% of those surveyed expressed support for the measure, and 93% agreed that \u201carts and culture are a critical part of what makes Berkeley a special place to live.\u201d<\/p>\n<p>But Krista Gulbransen, executive director of Berkeley Property Owners Association and Berkeley Rental Housing Coalition, questioned whether voters will back the proposal, given the <a href=\"https:\/\/www.berkeleyside.org\/2024\/10\/11\/berkeley-ballot-measures-2024-election\" rel=\"nofollow noopener\" target=\"_blank\">slew of ballot measures<\/a> they passed in <a href=\"https:\/\/alamedacountyca.gov\/rovresults\/252\/\" rel=\"nofollow noopener\" target=\"_blank\">2024<\/a>, including tax increases for parks, <a href=\"https:\/\/www.berkeleyside.org\/2024\/11\/13\/berkeley-election-results-measure-ff-cc-city-council\" rel=\"nofollow noopener\" target=\"_blank\">street repairs<\/a> and libraries. Credit: Alessandra Mello\/Berkeley Repertory Theatre<\/p>\n<p>She pointed out that the state and cities also are turning to taxpayers to bridge gaps in federal funding for education, the environment and a host of other areas traditionally covered by federal dollars.<\/p>\n<p>\u00a0\u201cThey\u2019re basically asking their citizens to float the economy, and we\u2019re all the ones who are suffering to begin with,\u201d Gulbransen said. \u201cEverybody and every city is going to be asked to help decide whether to fill in the blanks where the federal government has failed us as citizens.\u201d<\/p>\n<p>The coalition is asking voters to imagine a Berkeley without the performing arts, and without the economic boost from ticket-holders who spend money in local restaurants.
