But for those of us living through this crisis, it wasn\u2019t news.\u00a0<\/p>\n<p>As survivors of the Los Angeles fires, we\u2019ve spent 10 months inside the collapse of California\u2019s insurance system. In a survey of  insured L.A. fire survivors, 70%  <a href=\"&quot;https:\/\/calmatters.org\/economy\/2025\/11\/fire-survivors-lara-resign\/&quot;\">report their recovery has been impeded by delays<\/a> and denials.\u00a0<\/p>\n<p>A system that should be a safety net has become a wrecking ball, destroying our finances, our health and the futures we\u2019ve worked so hard to build for our kids. California\u2019s recovery is being dragged down by the collapse of its insurance system and by one official\u2019s failure to stop it.\u00a0<\/p>\n<p>California has some of the nation\u2019s strongest consumer protection laws. Insurance Commissioner Ricardo Lara simply hasn\u2019t enforced them. Even after survivors submitted more than 400 <a href=\"&quot;https:\/\/calmatters.org\/economy\/2025\/05\/state-farm-fire-survivors-complaints\/#:~:text=She%20is%20not%20alone.,on%20the%20rate%20hike%20soon.&quot;\">reports of delays and denials<\/a>, he approved a <a href=\"&quot;https:\/\/calmatters.org\/economy\/2025\/05\/state-farm-rate-hikes-decision\/&quot;\">billion-dollar rate hike for State Farm<\/a> in May while delaying scrutiny of its misconduct.\u00a0<\/p>\n<p>There\u2019s a name for this: regulatory capture. It\u2019s when an official charged with regulating an industry ends up serving that industry instead. In California, that concept is embodied by Ricardo Lara.\u00a0<\/p>\n<p>For nearly 10 months, we\u2019ve called on Lara to fulfill the duties of his office. In August we gave him a <a href=\"&quot;https:\/\/static1.squarespace.com\/static\/67f5687fc4ea480d5d201fe5\/t\/68a9fd81b9558b11989b75b8\/1755970945688\/EFSN+5+Actions+Stop+Insurer+Misconduct.pdf&quot;\">clear roadmap outlining five urgent actions<\/a> he could take immediately to end the illegal delays and denials. Among our recommendations: that he freeze insurers\u2019 rate hikes until fire survivors are made whole, and that he require insurers to be transparent in their loss estimates.\u00a0\u00a0<\/p>\n<p>So far, he has failed to act.\u00a0<\/p>\n<p>The situation is critical. More than 8 in 10 Los Angeles <a href=\"&quot;https:\/\/static1.squarespace.com\/static\/6792c245599ed84703227b1e\/t\/68ed2b627a9ca31da2b0512b\/1760373602671\/UPDATED+Dept+of+Angels+Community+Voices+LA+Fire+Recovery+Report+-+October+2025.pdf&quot;\">fire survivors remain displaced<\/a>, and most will lose their housing coverage within months. Each day of inaction pushes more families into housing insecurity and despair.\u00a0<\/p>\n<p>Two crises now define California\u2019s insurance system: Families can no longer buy or renew coverage, and those who still have it often can\u2019t access the benefits they\u2019ve already paid for.\u00a0<\/p>\n<p>Lara has failed on both fronts.\u00a0<\/p>\n<p>As the New York Times reports, Lara\u2019s secret 2023 deal let insurers dump tens of thousands of policyholders in exchange for future rate hikes \u2014 and insurers did, just months before the L.A. fires. Families were left scrambling for coverage or were pushed into the state\u2019s high-cost, low-benefit FAIR Plan.\u00a0<\/p>\n<p>The deal was sold as a way to keep people out of the FAIR Plan. Instead, <a href=\"&quot;https:\/\/calmatters.org\/economy\/2025\/01\/la-fires-california-insurance\/&quot;\">enrollment has doubled<\/a>. And for those who still have insurance, a different disaster begins the moment they try to use it. California\u2019s five most destructive fires, between 2017 and 2020, destroyed 22,500 homes and, as of this year, <a href=\"&quot;https:\/\/www.latimes.com\/homeless-housing\/story\/2025-09-30\/rebuilding-california-after-major-wildfires&quot;\">only 38% have been rebuilt<\/a>. The data is clear: when insurance pays promptly, communities recover. When it doesn\u2019t, families are broken forever.\u00a0<\/p>\n<p>That is where the Los Angeles recovery is headed. Progress has stalled because the system meant to protect us has become the obstacle.\u00a0<\/p>\n<p>As insurance erodes, California\u2019s housing market is starting to show strain. Without coverage, homeowners can\u2019t buy, sell or refinance. Lenders are retreating, property values are falling and construction is stalling.\u00a0<\/p>\n<p>What began as an insurance crisis is rapidly becoming a credit and housing crisis that threatens the stability of the entire state economy.\u00a0<\/p>\n<p>Lara has failed to stop illegal insurer delays and denials, and he has encouraged the mass dumping of policyholders. Whether his failure stems from intent or incompetence is a matter for the investigations now examining his conduct.\u00a0<\/p>\n<p>What matters urgently is that he leaves \u2014 now.\u00a0 We call on Gov.
