{"id":70661,"date":"2025-11-26T13:23:07","date_gmt":"2025-11-26T13:23:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/70661\/"},"modified":"2025-11-26T13:23:07","modified_gmt":"2025-11-26T13:23:07","slug":"la-nonprofit-got-over-100-million-from-taxpayers-despite-failing-audit-requirements","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/70661\/","title":{"rendered":"LA nonprofit got over $100 million from taxpayers despite failing audit requirements"},"content":{"rendered":"<p>One of L.A.\u2019s biggest homeless service providers has been awarded <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26214486-weingart-center-association-form-990-for-fy-2023-via-irs-website\/#document\/p9\/a2676329\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">over $100 million in taxpayer funds<\/a> while <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26301508\/weingart-centers-late-and-overdue-single-audits-as-of-nov-25-2025.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">failing to comply with federal audit mandates<\/a>, according to <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26301508\/weingart-centers-late-and-overdue-single-audits-as-of-nov-25-2025.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">an LAist review<\/a> of federal government records.<\/p>\n<p>The downtown L.A.-based nonprofit Weingart Center <a class=\"Link\" href=\"https:\/\/laist.com\/news\/secretive-27-million-property-deal-to-add-homeless-beds-now-under-federal-investigation\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">is at the heart of a controversial property purchase<\/a> under federal investigation and <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208499-steven-taylor-indictment-in-october-2025\/#document\/p4\/a2773394\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">discussed in a recent criminal indictment<\/a> of the developer who sold the property.<\/p>\n<p>LAist found Weingart Center also has been continuously out of compliance with federal deadlines to turn in audits \u2014 known as \u201csingle audits\u201d \u2014 since early 2022, based on a review of records in <a class=\"Link\" href=\"https:\/\/app.fac.gov\/dissemination\/search\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the federal database where<\/a> they <a class=\"Link\" href=\"https:\/\/www.councilofnonprofits.org\/running-nonprofit\/nonprofit-audit-guidec\/federal-law-audit-requirements#:~:text=The%20Single%20Audit%20must%20be%20completed%20and,the%20nonprofit&#039;s%20audit%20period%2C%20whichever%20comes%20earlier.\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">have to be uploaded<\/a>.<\/p>\n<p>The audits for fiscal years <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208642\/weingart-center-single-audit-for-2022-fiscal-year.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">2022<\/a> and <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208641\/weingart-center-single-audit-for-2023-fiscal-year.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">2023<\/a> were each finished a year and a half after <a class=\"Link\" href=\"https:\/\/www.ecfr.gov\/current\/title-2\/subtitle-A\/chapter-II\/part-200\/subpart-F\/subject-group-ECFRc3bd6ae97de5a40\/section-200.512\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the federal deadlines<\/a>, according to <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208642-weingart-center-single-audit-for-2022-fiscal-year\/#document\/p5\/a2676414\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the<\/a> <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p5\/a2676413\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">dates<\/a> on those reviews. The audits show <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p49\/a2675966\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">multiple failures by Weingart Center to properly account for taxpayer money<\/a> that were not remedied from one year to the next.<\/p>\n<p>The group still has not filed an audit that was due nine months ago for its fiscal year ending in April 2024, <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26301515-weingart-center-all-audits-in-federal-database-as-of-nov-25-2025\/#document\/p1\/a2773490\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">according to the federal database<\/a> and L.A.\u2019s regional homeless services agency.<\/p>\n<p>Consequences for failing to turn in a single audit by the deadline can be significant. Federal agencies <a class=\"Link\" href=\"https:\/\/www.ecfr.gov\/current\/title-2\/subtitle-A\/chapter-II\/part-200\/subpart-D\/subject-group-ECFR86b76dde0e1e9dc\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">can cut off any further funds to groups that are overdue<\/a>, and L.A.\u2019s homeless services agency can do the same, according to <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26209240-lahsa-contract-with-weingart-center-for-homekey-requiring-single-audit-compliance\/#document\/p41\/a2675977\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a contract with Weingart Center<\/a>.<\/p>\n<p>Weingart Center has received over $100 million in taxpayer funds while it\u2019s been out of compliance with turning in the audits, according to <a class=\"Link\" href=\"https:\/\/projects.propublica.org\/nonprofits\/organizations\/956054617\/202430759349301123\/full\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">its latest public tax filing<\/a> and <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26301508\/weingart-centers-late-and-overdue-single-audits-as-of-nov-25-2025.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">an LAist review of the audits<\/a>.<\/p>\n<p>Among the funds the group received while out of compliance is a $9 million no-bid contract L.A. <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209241\/mayor-bass-office-directive-for-no-bid-9-million-contract-with-weingart-center.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Mayor Karen Bass\u2019 office directed officials to award Weingart Center in 2023<\/a> to run the largest shelter site in her signature homelessness program.<\/p>\n<p>A Weingart Center audit also was overdue when the mayor and state officials greenlit the group\u2019s taxpayer-funded purchase of a senior living facility in Cheviot Hills. Federal prosecutors earlier this month announced <a class=\"Link\" href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/beverly-hills-man-arrested-brentwood-man-charged-separate-criminal-cases-linked-fraud\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">charges against the<\/a> man who sold the property to Weingart Center.<\/p>\n<p>Former state Sen. Kevin Murray, who has been Weingart Center\u2019s president and CEO since 2011, has not returned LAist\u2019s messages seeking comment.<\/p>\n<p>Murray and Weingart Center\u2019s chief of real estate development, Ben Rosen, have been placed on leave, <a class=\"Link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-11-01\/homeless-service-providers-ceo-placed-on-leave-law-firm-to-probe-property-valuations\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">according to the L.A. Times<\/a>. Rosen also has not responded to LAist\u2019s request for comment.<\/p>\n<p>The nonprofit\u2019s board has commissioned an outside investigation into the valuation of housing projects, Weingart Center spokesperson Stefan Friedman told LAist. He did not respond to questions about the audit failures.<\/p>\n<p>Murray previously served in the state Legislature with Bass, who has not responded to a request for comment for this story.<\/p>\n<p>Murray is an attorney and a licensed real estate broker. In addition to leading Weingart Center, he also has a local government role overseeing homelessness spending in the region.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209242\/mayor-bass-appointment-of-kevin-murray-to-lacahsa.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Bass appointed him<\/a> to <a class=\"Link\" href=\"https:\/\/lacahsa.gov\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the board that oversees hundreds of millions a year in government spending on housing<\/a> and other programs from the Measure A tax approved by L.A. County voters last year.<\/p>\n<p>The spending panel \u2014 known as LACAHSA \u2014 <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/la-voters-approved-billions-for-housing-and-homelessness-leaders-of-a-new-agency-told-us-their-spending-plans\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">oversees just over a third of the roughly $1 billion expected to be generated each year<\/a> from Measure A. <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/la-voters-approved-billions-for-housing-and-homelessness-leaders-of-a-new-agency-told-us-their-spending-plans\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Its job<\/a> is to create new affordable homes, preserve existing lower-rent housing and prevent people from losing the housing they already have.<\/p>\n<p>This September, <a class=\"Link\" href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2025\/25-1117_rpt_mayor_09-25-25.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Bass also nominated<\/a> Rosen \u2014 the Weignart Center real estate chief \u2014 to the spending board as an alternative city appointee to step in when Murray can\u2019t attend. <a class=\"Link\" href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2025\/25-1117_rpt_mayor_10-20-25.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">She withdrew that nomination<\/a> a few days after federal authorities announced their investigation into the property flip.<\/p>\n<p>\u2018Disappointed\u2019 it wasn\u2019t caught sooner<\/p>\n<p>A large share of the federal money Weingart Center received <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p45\/a2676451\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">was distributed by<\/a> the L.A. Homeless Services Authority, a joint city-county agency known as LAHSA.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.lahsa.org\/documents?id=5384-exhibit-i-lahsa-contractor-s-accounting-handbook\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">LAHSA\u2019s contract requirements<\/a> say its vendors, like Weingart Center, have to comply with the single audit requirements in federal law. Those requirements say organizations that receive a certain amount of federal money \u2014 such as Weingart Center \u2014 have to submit the audits within nine months after their fiscal year ends.<\/p>\n<p>Single audits are \u201cthe single most important way\u201d to assess an organization\u2019s ability to manage federal dollars, <a class=\"Link\" href=\"https:\/\/www.hrsa.gov\/sites\/default\/files\/hrsa\/grants\/manage\/deliquent-single-audits.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">federal officials say<\/a>.<\/p>\n<p>Among other things, they check whether a group has an accounting system to accurately document the spending.<\/p>\n<p>Weingart Center was long overdue turning in two annual audits for 2023 and 2024 to LAHSA when LAist contacted LAHSA on Oct. 23.<\/p>\n<p>Weingart Center has since submitted its 2023 audit to LAHSA, but the 2024 audit remains overdue.<\/p>\n<p>\u201cWe are currently evaluating options regarding next steps,\u201d LAHSA spokesperson Ahmad Chapman told LAist on Nov. 20.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/oneill-new-lahsa-head\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">LAHSA\u2019s new interim CEO<\/a>, Gita O\u2019Neill, told LAist she\u2019s \u201cdisappointed\u201d the homeless services authority didn\u2019t catch Weingart Center\u2019s late audits earlier and that she\u2019s been working to beef up oversight of contractors.<\/p>\n<p>O\u2019Neill said LAHSA sent a notice of non-compliance to Weingart Center about the overdue audit and is reviewing the late-submitted audits to see \u201cif additional action is needed.\u201d<\/p>\n<p>At the October meeting of LAHSA\u2019s governing commission, O\u2019Neill shared a plan to improve the agency\u2019s oversight of contracts, which she told LAist will strengthen oversight over issues like single audits. O\u2019Neill, who started at LAHSA in late August, said the reorganization plan would roll out publicly in a few weeks later.<\/p>\n<p>\u201cEvery member of this reorganized team will receive training for their new role so we can more effectively hold our [service] providers to the standards we set for them,\u201d O\u2019Neill said. \u201cThis is an important step toward holding ourselves and our providers more accountable.\u201d<\/p>\n<p>What state officials say<\/p>\n<p>Aside from LAHSA, the other major agency <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p45\/a2675979\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">awarding federal dollars<\/a> to Weingart Center is the state\u2019s Department of Housing &amp; Community Development, or HCD.<\/p>\n<p>Records show HCD <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p45\/a2675979\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">awarded tens of millions of dollars in federally funded grants to<\/a> Weingart Center under the state\u2019s Homekey program while the group has been out of compliance with turning in the audits.<\/p>\n<p>In an emailed statement, a spokesperson for HCD said Weingart Center was not out of compliance with <a class=\"Link\" href=\"https:\/\/www.hcd.ca.gov\/sites\/default\/files\/docs\/grants-and-funding\/homekey\/Homekey-Round-3-Notice-of-Funding-Availability.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">its award-granting process<\/a>, which the agency called \u201cvery thorough.\u201d<\/p>\n<p>HCD\u2019s agreement with Weingart Center for a 2024 grant says the nonprofit <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208639-homekey-grant-agreement-for-weingart-shelby-project\/#document\/p36\/a2675978\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">is responsible for complying with the single audit requirements<\/a>.<\/p>\n<p>The HCD spokesperson said the state housing agency is not responsible for reviewing the federal audits. Instead, the spokesperson said the audits are received and reviewed by the state controller\u2019s office, which then identifies issues and discusses them with HCD.<\/p>\n<p>The controller\u2019s office told LAist it did not receive single audits from Weingart Center or any other nonprofit.<\/p>\n<p>Problems found in latest available audit<\/p>\n<p>The most recent available single audit of Weingart Center, covering fiscal year 2023, was <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p5\/a2676413\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">not completed until July 2025<\/a>, a year and a half after it was due.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p49\/a2675966\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">That audit report<\/a>, which LAist obtained from LAHSA, said Weingart Center followed the most important requirements for nonprofits receiving federal funds but also <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p49\/a2675966\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">found a range of accounting failures<\/a>.<\/p>\n<p>The problems identified by auditors included:<\/p>\n<p>The Weingart Shelby purchase<\/p>\n<p>Weingart Center has been the focus of recent controversy <a class=\"Link\" href=\"https:\/\/laist.com\/news\/secretive-27-million-property-deal-to-add-homeless-beds-now-under-federal-investigation\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">over its use of $27 million in taxpayer funds<\/a> to buy a senior housing complex from an investor who had just purchased it for less than half that price.<\/p>\n<p>As Weingart Center\u2019s leader, Murray <a class=\"Link\" href=\"https:\/\/laist.com\/news\/secretive-27-million-property-deal-to-add-homeless-beds-now-under-federal-investigation\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">signed key documents in the purchase of the property<\/a> on Shelby Drive in Cheviot Hills, according to contract records produced by the city in response to LAist public records requests. The documents he signed include a purchase agreement in which <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p27\/a2676374\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">he agreed<\/a> to have Weingart Center <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p25\/a2675959\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">keep the seller\u2019s name confidential forever<\/a> from the news media and general public, with narrow exceptions.<\/p>\n<p>That purchase now is the focus of a federal investigation and was referenced in an October indictment of the man who sold the property to Weingart Center. It was funded by the state\u2019s Homekey program and the city of L.A.<\/p>\n<p>Murray previously <a class=\"Link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/doj-accuses-people-of-fraud-in-homeless-funding\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">told the L.A. Times<\/a> he had \u201cno prior relationship with the seller and no continuing relationship\u201d and that taxpayers paid fair market price. He has not returned LAist\u2019s messages seeking comment on the property deal.<\/p>\n<p>LAist also has been investigating the sale of the Shelby property and <a class=\"Link\" href=\"https:\/\/laist.com\/news\/secretive-27-million-property-deal-to-add-homeless-beds-now-under-federal-investigation\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">found numerous discrepancies<\/a>. They include an appraisal report Murray commissioned and submitted for taxpayer funding that showed false information about the purchase deal and the property\u2019s ownership.<\/p>\n<p>[<a class=\"Link\" href=\"https:\/\/laist.com\/news\/secretive-27-million-property-deal-to-add-homeless-beds-now-under-federal-investigation\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Click here to read LAist\u2019s article exploring the property flip, published today<\/a>.]<\/p>\n<p>Price concerns about another Murray-led project under same state grant program<\/p>\n<p>The Shelby purchase is not the only Weingart Center property deal that has faced scrutiny.<\/p>\n<p>This summer, city leaders in Torrance <a class=\"Link\" href=\"https:\/\/www.torranceca.gov\/Home\/Components\/News\/News\/5132\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">publicly alleged the group may have been massively overpaying<\/a> for a hotel property under a new round of taxpayer-funded Homekey grants. For that site, Weingart Center had teamed up with L.A. County to apply for the grant.<\/p>\n<p>It was one of several criticisms Torrance officials cited in urging the county not to proceed. Ultimately, the project was canceled.<\/p>\n<p>Records show Murray had signed <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26217548\/weingart-center-agreement-to-purchase-torrance-hotel-and-4-others-from-extended-stay-america.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a purchase agreement for Weingart Center to buy the Torrance hotel for $30 million<\/a> in taxpayer funds. <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209248\/torrance-hotel-appraisal-commissioned-by-weingart-center.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">An appraisal he later commissioned<\/a> found its fair market value was close to the amount he agreed to.<\/p>\n<p>But <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209249\/torrance-hotel-appraisal-commissioned-by-city.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">an appraisal commissioned by Torrance<\/a> estimated it was worth just $10 million \u2014 a third of what Weingart had agreed to pay with taxpayer dollars.<\/p>\n<p>Property valuations are being reviewed by the outside law firm hired by Weingart Center\u2019s board, according to the nonprofit\u2019s spokesperson.<\/p>\n<p>      How to reach me<\/p>\n<p>If you have a tip, you can reach me on Signal.
