{"id":72326,"date":"2025-11-27T16:17:11","date_gmt":"2025-11-27T16:17:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/72326\/"},"modified":"2025-11-27T16:17:11","modified_gmt":"2025-11-27T16:17:11","slug":"inside-a-secretive-27m-property-deal-to-add-unhoused-beds-thats-now-under-federal-investigation","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/72326\/","title":{"rendered":"Inside a secretive $27M property deal to add unhoused beds that\u2019s now under federal investigation"},"content":{"rendered":"<p>Even in L.A.\u2019s famously overheated real estate market, the profit \u2014 and quick turnaround \u2014 on a senior housing complex in the Cheviot Hills neighborhood seemed extraordinary.<\/p>\n<p>The man at the center of the deal, <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/bill-essayli-federal-charges-homelessness-homekey\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">since identified by federal prosecutors<\/a> as Brentwood landlord and developer Steven Taylor, bought the property on Shelby Drive in 2023 for $11.2 million, purchase records show.<\/p>\n<p>He wasn\u2019t planning to hold on to the complex for long. At the time of his purchase, a company owned by Taylor already was in escrow to sell the complex to Weingart Center, a major homeless housing provider, for more than double what he paid, according to a purchase agreement obtained through a public records request.<\/p>\n<p>The $27.3 million to pay for that acquisition came from taxpayer grant funds authorized by city and state officials, according to grant documentation. L.A. Mayor Karen Bass and Gov. Gavin Newsom <a class=\"Link\" href=\"https:\/\/www.hcd.ca.gov\/about-hcd\/newsroom\/homekey-funds-another-613-homes-californians-risk-homelessness-governors-investment-round-3-grows-to-850-million\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">touted the purchase<\/a> as a key tool in the fight against homelessness.<\/p>\n<p>The deal called for Taylor\u2019s involvement to be kept secret, according to <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p25\/a2675959\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a confidentiality clause<\/a> included in the purchase contract obtained through a public records request.<\/p>\n<p>That changed last month, when federal authorities <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/bill-essayli-federal-charges-homelessness-homekey\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">announced criminal charges against Taylor<\/a>. He\u2019s <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208499\/steven-taylor-indictment-in-october-2025.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">accused of submitting fraudulent documents<\/a> to borrow money from private lenders when he bought this and other properties.<\/p>\n<p>At a news conference, the region\u2019s top federal prosecutor, Bill Essayli, said the investigation is ongoing.<\/p>\n<p>Taylor was arrested in August, when the case was under seal, and pleaded not guilty, court records show. It\u2019s the first of the <a class=\"Link\" href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/beverly-hills-man-arrested-brentwood-man-charged-separate-criminal-cases-linked-fraud\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">two known criminal cases<\/a> brought so far by <a class=\"Link\" href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/united-states-attorney-bill-essayli-announces-criminal-task-force-investigate-fraud\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the federal task force Essayli assembled in April<\/a> to investigate fraud and corruption around the use of billions of dollars earmarked to combat homelessness in Southern California.<\/p>\n<p>Essayli <a class=\"Link\" href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/united-states-attorney-bill-essayli-announces-criminal-task-force-investigate-fraud\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">announced<\/a> the task force <a class=\"Link\" href=\"https:\/\/x.com\/MattFinnFNC\/status\/1909237149066727899\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow\">after<\/a> a <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/audit-homeless-carter-lahsa\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">court-ordered review<\/a> and <a class=\"Link\" href=\"https:\/\/calmatters.org\/housing\/homelessness\/2024\/08\/hud-hcd-audit\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a federal audit<\/a> found city and state officials have failed to properly track homeless funds and protect against fraud.<\/p>\n<p>Taylor and his attorney, Michael Freedman, have not responded to LAist\u2019s phone messages for comment.<\/p>\n<p>LAist\u2019s review of the Cheviot Hills property deal found the purchase stands out not just for its high price tag but for the complexity and secrecy surrounding it.<\/p>\n<p>The records reviewed by LAist show:<\/p>\n<p>A purchase agreement shows Taylor <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208531\/june-2023-purchase-agreement-for-steven-taylor-to-buy-the-shelby-property-from-longtime-owner.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">was in escrow to buy the property<\/a> when city and state officials agreed to use taxpayer funds to buy it from him for $27 million.Weingart Center\u2019s application for state funding included an appraisal report containing inaccurate information about who owned the property and did not mention the pending sale.L.A. Mayor Karen Bass\u2019 office had a \u201cbig role\u201d in the city\u2019s process that recommended this property and two others for the government grants, according to an email from a top executive at the city housing department.\u00a0A Weingart Center leader said the property, now known as Weingart Shelby, isn\u2019t expected to open until next year, despite <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208639-homekey-grant-agreement-for-weingart-shelby-project\/#document\/p43\/a2675963\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the grant originally requiring<\/a> it to be fully occupied by February 2025.<\/p>\n<p>Bass\u2019 office <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208709-laists-questions-to-mayor-bass-about-weingart-shelby-project\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">did not answer questions regarding the purchase<\/a>. In a statement to LAist, the mayor\u2019s office said the Shelby site \u201cremains an important property providing interim housing in an area of the city that has extremely limited interim housing supply\u201d and that the city is cooperating with the ongoing federal investigation.<\/p>\n<p>Weingart Center\u2019s longtime president and CEO, Kevin Murray, <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p13\/a2676372\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">whose signature is on the purchase deal<\/a>, has not responded to LAist\u2019s requests for comment. He <a class=\"Link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/doj-accuses-people-of-fraud-in-homeless-funding\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">previously told the L.A. Times<\/a> he had \u201cno prior relationship with the seller and no continuing relationship\u201d and that taxpayers paid fair market price.<\/p>\n<p>Murray and Weingart Center\u2019s chief of real estate development, Ben Rosen, have been placed on leave, according to <a class=\"Link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-11-01\/homeless-service-providers-ceo-placed-on-leave-law-firm-to-probe-property-valuations#:~:text=Two%20top%20Weingart%20officials%20placed,in%20Cheviot%20Hills%20and%20Torrance.\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">news reports<\/a> <a class=\"Link\" href=\"https:\/\/therealdeal.com\/la\/2025\/11\/04\/las-weingart-center-places-execs-on-leave\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">last month<\/a>. Rosen also has not responded to LAist\u2019s requests for comment.<\/p>\n<p>The nonprofit\u2019s board has elevated Chief Operating Officer Tonja Boykin to lead Weingart Center and has commissioned an outside investigation, a spokesperson for the nonprofit told LAist.<\/p>\n<p>\u201cIn light of recent reporting raising questions concerning the valuation of certain homeless housing projects, we have retained an outside law firm to conduct an internal review of related subjects,\u201d said <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26214693\/weingart-center-statement-to-laist-on-oct-31-2025.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the statement<\/a> from spokesperson Stefan Friedman.<\/p>\n<p>This summer, city leaders in Torrance <a class=\"Link\" href=\"https:\/\/www.torranceca.gov\/Home\/Components\/News\/News\/5132\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">publicly raised concerns that the group was massively overpaying<\/a> for a hotel property under another round of state homelessness grants.<\/p>\n<p>An LAist review also found Weingart Center <a class=\"Link\" href=\"https:\/\/laist.com\/news\/la-homelessness-nonprofit-got-over-100-million-from-taxpayers-despite-failing-audit-requirements\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">has received more than $100 million from taxpayers despite failing to comply with audit requirements<\/a> since 2022. The latest available audit, of the fiscal year ending April 2023, <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208641-weingart-center-single-audit-for-2023-fiscal-year\/#document\/p49\/a2675966\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">concluded the organization had multiple failures in tracking taxpayer money it was handling<\/a>.<\/p>\n<p>(<a class=\"Link\" href=\"https:\/\/laist.com\/news\/la-homelessness-nonprofit-got-over-100-million-from-taxpayers-despite-failing-audit-requirements\" data-cms-ai=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Click here to read another LAist article, also published today, about financial concerns around other Weingart Center activities<\/a>.)<\/p>\n<p>Weingart Center\u2019s spokesperson said the group remains committed to addressing homelessness, including serving almost 2,000 people daily through interim and permanent supportive housing sites across L.A.<\/p>\n<p>      The backstory on the $27 million property<\/p>\n<p>The Shelby property was built in 1968 and was operated more recently as an assisted living facility for seniors, according to a 2023 city report on the 76\u2013unit property.<\/p>\n<p>Bridge Investment Group, one of the nation\u2019s biggest owners of senior housing, paid $12.05 million for the property in April 2015, according to public records.<\/p>\n<p>Bridge later sold it to a Taylor-owned company in December 2023 for nearly a million dollars less than the group bought it for eight years prior.<\/p>\n<p>A spokesperson for Bridge told LAist the company had reviewed the sale and found it had been \u201cconducted in accordance with our established processes.\u201d<\/p>\n<p>\u201cIntegrity and compliance are foundational to our business. Your support keeps this fact\u2011based reporting free and accessible for everyone.\n            <\/p>\n<p>Bass\u2019 office had a \u2018big role\u2019 in selection process, per city email<\/p>\n<p>In spring 2023, the city of L.A. was on a third round of state Homekey grants \u2014 a program launched by California in 2020 as a way to quickly expand the homeless housing supply, initially by buying motels and hotels and renovating them.<\/p>\n<p>Weingart Center was one of about two dozen groups that submitted 31 proposals to the city in March 2023, <a class=\"Link\" href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2021\/21-0112-S3_misc_6-12-23.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">according to city records<\/a>.<\/p>\n<p>Under Homekey, cities and counties can partner with nonprofit or for-profit developers to apply for the grants. If chosen, the non-government partner buys the property with the grant money, and the partnering city or county chips in a sizable amount of money too.<\/p>\n<p>Weingart Center initially proposed an existing hotel property in Harbor Gateway, along the 110 Freeway, in their grant application.<\/p>\n<p>Then, in a March email to city officials, Bass&#8217; director of affordable housing production said they\u2019d \u201cidentified a new potential site for Weingart,\u201d listing the Shelby Drive address. Weingart changed the proposal to the Shelby site in West L.A. in May 2023, records show.<\/p>\n<p>\u201cThe mayor&#8217;s office did play a big role in the selection process,\u201d states an email from Eric Claros, director of housing at the city\u2019s housing department, which LAist obtained as part of an open records request.<\/p>\n<p>Claros and a spokesperson for the housing department declined to speak to LAist about the selection process.<\/p>\n<p>In late May 2023, Bass\u2019 office informed the office of Katy Yaroslavsky \u2014 the city councilmember who represents Cheviot Hills \u2014 \u201cthat they planned to include the Shelby property in the city&#8217;s application for Project Homekey 3.0 funding,\u201d <a class=\"Link\" href=\"https:\/\/www.westsidecurrent.com\/news\/looking-for-16-1-million-city-approves-homekey-funds-to-pay-double-for-senior-center\/article_6532da30-2dda-11ef-9801-0ffcb80548ba.html\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">according to Yaroslavsky\u2019s office<\/a>.<\/p>\n<p>A few days later, on June 9, 2023, the city\u2019s housing department <a class=\"Link\" href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2021\/21-0112-S3_misc_6-12-23.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">officially recommended that the City Council approve<\/a> the Shelby property as one of three projects to receive city funding and to jointly apply for Homekey grants.<\/p>\n<p>Taylor signs deal to buy the property<\/p>\n<p>On June 16, 2023, less than a week after city staff <a class=\"Link\" href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2021\/21-0112-S3_misc_6-12-23.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">publicly recommended the Shelby project for state funding<\/a>, Taylor went into escrow to buy the property from Bridge, according to <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208531\/june-2023-purchase-agreement-for-steven-taylor-to-buy-the-shelby-property-from-longtime-owner.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a copy of that purchase agreement the city disclosed to LAist<\/a>. The price negotiated at that point is redacted in <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208531\/june-2023-purchase-agreement-for-steven-taylor-to-buy-the-shelby-property-from-longtime-owner.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the copy the city disclosed<\/a>.<\/p>\n<p>Taylor signed the deal to buy the property on behalf of an LLC he later said he was the sole owner of, according to an email disclosed by the city.<\/p>\n<p>Twelve days later, the City Council took the housing department\u2019s recommendation and officially approved the Shelby property as one of three sites the city would partner on to unlock state grant funds. In doing so, the city agreed to pay $20 million toward the purchase and to unlock the other $7 million from the state to purchase the property.<\/p>\n<p>The project called for <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208667\/weingart-shelby-approved-budget-for-taxpayer-funds-attached-to-city-loan-agreement.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">another $15 million in state funds to be set aside<\/a> for renovating and preparing the property after the acquisition, plus <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208667\/weingart-shelby-approved-budget-for-taxpayer-funds-attached-to-city-loan-agreement.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">another $15 million<\/a> in city and state funds to cover at least four years of operations.<\/p>\n<p>The state says the money it gave for the purchase and renovation came from <a class=\"Link\" href=\"https:\/\/home.treasury.gov\/policy-issues\/coronavirus\/assistance-for-state-local-and-tribal-governments\/state-and-local-fiscal-recovery-funds\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">federal dollars given to states during the COVID-19 pandemic<\/a>.<\/p>\n<p>(<a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208667\/weingart-shelby-approved-budget-for-taxpayer-funds-attached-to-city-loan-agreement.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Click here to see a breakdown of taxpayer funds the city and state committed to the project<\/a>.)<\/p>\n<p>The taxpayer-funded deal to buy from Taylor<\/p>\n<p>Murray signed the agreement for the Weingart Center to buy the property <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p7\/a2676380\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">from Taylor<\/a> for $27.3 million in taxpayer funds July 26, 2023, according to <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208667\/weingart-shelby-approved-budget-for-taxpayer-funds-attached-to-city-loan-agreement.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a copy of the purchase agreement<\/a> the city released in response to a public records request. At that time, neither Taylor nor his affiliated companies owned the Shelby site.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p15\/a2675968\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">The agreement states<\/a> Murray, on behalf of Weingart Center, acknowledged <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p7\/a2676380\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the seller<\/a> \u2014 Taylor \u2014 didn\u2019t own the property but was in escrow to buy it.<\/p>\n<p>As part of the purchase agreement, Murray \u2014 one of the two Weingart Center executives now on leave \u2014 agreed that Weingart Center \u2014 the taxpayer-funded buyer \u2014 <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p25\/a2675959\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">never would identify Taylor to the public or news media as the seller<\/a>, nor would it reveal the deal\u2019s terms, outside of narrow exceptions.<\/p>\n<p>The deal <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208501-july-2023-weingart-center-agreement-to-purchase-shelby-property-from-steven-taylor\/#document\/p25\/a2675969\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">also said<\/a> it was expected that an \u201caffiliate\u201d of Taylor would buy the property from its owner and complete the sale.<\/p>\n<p>Appraisal problems<\/p>\n<p>Ahead of the sale, the Homekey grant application required a property appraisal, which Murray commissioned and received in July 2023. LAist obtained a copy of the appraisal from the city through a public records request.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208632\/july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">The Shelby appraisal report<\/a> doesn\u2019t mention that the property was under contract at the time to be sold. The <a class=\"Link\" href=\"https:\/\/www.hcd.ca.gov\/sites\/default\/files\/docs\/grants-and-funding\/homekey\/Homekey-3-0-Appraisal-Guidelines.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">state\u2019s requirements for<\/a> Homekey appraisals say the reports should include information about any pending sales of the property being appraised.<\/p>\n<p>Instead, the appraisal <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208632-july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center\/#document\/p2\/a2675971\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">states Weingart Center was buying the property directly from its then-owner<\/a> for $27.3 million. The report incorrectly identifies <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208632-july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center\/#document\/p12\/a2675972\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the owner as an LLC owned by Taylor<\/a>. As <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208632-july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center\/#document\/p213\/a2675974\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">a title report attached to the appraisal<\/a> shows, the property <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208632-july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center\/#document\/p215\/a2675973\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">still was owned at the time by the subsidiary of Bridge<\/a>.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208632\/july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">The appraisal report<\/a> gave several estimates for the property\u2019s value, depending on the method.<\/p>\n<p>When looking at nearby sales of apartment complexes and adjusting for differences, the appraisal <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208632-july-2023-appraisal-of-shelby-property-commissioned-by-kevin-murray-on-behalf-of-weingart-center\/#document\/p85\/a2675976\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">estimated the Shelby property\u2019s value would be $19.4 million<\/a> \u2014 about $8 million less than what taxpayers were paying and $7 million more than Taylor was paying.<\/p>\n<p>Other methods in the appraisal generated higher value estimates, including two estimates right around $27.3 million \u2014 the amount the report says Weingart Center already had agreed to pay for the property. Those methods looked at similar sales of assisted living facilities and the estimated income the property would garner as an assisted living facility.<\/p>\n<p>The company that conducted the appraisal, BBG, defended its process to LAist.<\/p>\n<p>\u201cThe appraiser handled the appraisal assignment correctly with the information they were given,\u201d said Peter Christensen, BBG\u2019s general counsel and chief compliance officer.<\/p>\n<p>Weingart Center sent a copy of the appraisal to the state housing department July 27, 2023, as part of its application with the city for Homekey funds.<\/p>\n<p>State approves grant<\/p>\n<p>With the appraisal and other application materials in hand, state officials awarded over $22 million in Homekey money toward the purchase and renovation of the Shelby property in November 2023.<\/p>\n<p>Records show a business that <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208711-steven-taylor-listed-as-point-of-contact-for-shelby-flipping-entity\/#document\/p2\/a2675970\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">had Taylor as its point of contact<\/a> completed the purchase of the Shelby property for $11.2 million Dec. 26, 2023. It was six months after Taylor entered escrow to buy it and about a month after state officials committed to fund Weingart Center\u2019s purchase for double that amount.<\/p>\n<p>The taxpayer money changed hands in April 2024, when Weingart closed on buying it from the company linked to Taylor. No improvements to the property were documented in <a class=\"Link\" href=\"https:\/\/www.ladbsservices2.lacity.org\/onlineservices\/?service=plr\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">city permit records<\/a> during that time.<\/p>\n<p>The Homekey grants are overseen by the California Department of Housing and Community Development (HCD), led since 2020 by Gov. Gavin Newsom appointee Gustavo Velasquez.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26214705\/state-housing-agency-declining-to-answer-questions-about-weingart-shelby-grant.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">The department declined to answer questions<\/a> about their approval of the Shelby grant, following the federal announcement. A spokesperson cited the ongoing investigation, saying the department is cooperating with the U.S. Attorney\u2019s office, which \u201chas made it clear the department is a mere witness in this matter.\u201d<\/p>\n<p>Delays in opening<\/p>\n<p>In addition to the $27 million in public funds to buy the property, Weingart Center <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26208667\/weingart-shelby-approved-budget-for-taxpayer-funds-attached-to-city-loan-agreement.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">was approved to spend another $15 million in state funds for renovations and other costs<\/a> to prepare it to become housing for people in need of shelter.<\/p>\n<p>The state grant <a class=\"Link\" href=\"https:\/\/www.documentcloud.org\/documents\/26208639-homekey-grant-agreement-for-weingart-shelby-project\/#document\/p43\/a2675963\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">originally required<\/a> Weingart Center to finish all construction and rehabilitation work by Nov. 21, 2024, and have the housing units fully occupied by Feb. 21.<\/p>\n<p>Those deadlines have moved significantly, as work on the facility continues and <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209234\/asbestos-and-mold-cited-by-weingart-center-in-aug-2025-request-for-extension-of-shelby-deadlines.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">runs into problems like asbestos and mold<\/a>, according to <a class=\"Link\" href=\"https:\/\/www.ladbsservices2.lacity.org\/OnlineServices\/PermitReport\/PcisPermitDetail?id1=24044&amp;id2=10001&amp;id3=15066\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">city permit records<\/a> and <a class=\"Link\" href=\"https:\/\/s3.documentcloud.org\/documents\/26209234\/asbestos-and-mold-cited-by-weingart-center-in-aug-2025-request-for-extension-of-shelby-deadlines.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">state records<\/a>.<\/p>\n<p>      How to reach me<\/p>\n<p>If you have a tip, you can reach me on Signal.
