Collectively, the companies are behind a slew of popular products including Doritos, Bagel Bites, and Kool-Aid \u2014 as well as items marketed as relatively healthier food options, such as Annie\u2019s boxed macaroni and cheese and Quaker Oats oatmeal.\u00a0<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">The lawsuit alleges the companies chemically engineered foods to stimulate cravings, marketed them deceptively as nutritious, and targeted Black and Latinx communities.\u00a0<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">Chiu seeks to block the companies from what the suit calls \u201cunfair and deceptive\u201d marketing practices that violate California\u2019s competition and public nuisance laws. It also demands restitution and civil penalties to help local governments cover health care costs.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">\u201cThis is not about blaming consumers,\u201d the city attorney said at a Tuesday press conference announcing the lawsuit. \u201cThese companies created a public health crisis by taking food and making it unrecognizable and harmful to the human body.\u201d<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">San Francisco Mayor Daniel Lurie joined Chiu Tuesday, condemning alleged misinformation about grocery store products. \u201cFamilies deserve to know what\u2019s in their food,\u201d he said.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">The complaint arrives amid <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/05\/MAHA-Report-The-White-House.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">growing nationwide scrutiny (opens in new tab)<\/a> of ultra-processed foods, defined in the lawsuit as industrially reconstituted products containing additives such as emulsifiers, artificial sweeteners, flavor enhancers and gelling agents. Kennedy Jr. has <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/oct\/22\/rfk-maha-ultra-processed-foods-trump\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">railed (opens in new tab)<\/a> against ultra-processed foods in his Make America Healthy Again campaign.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">The city has a long-running history of launching legal campaign against various public health crises. Since 2018, San Francisco has sued multiple opioid manufacturers, distributors and dispensers, including <a href=\"https:\/\/www.sf.gov\/news--mayor-breeds-statement-opioid-settlement-secured-city-attorney\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Walgreens (opens in new tab)<\/a>, securing <a href=\"https:\/\/www.kqed.org\/news\/11949888\/walgreens-pay-san-francisco-230-million-opioid-crisis\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">$352 million (opens in new tab)<\/a> in settlements. The city has also enacted policies meant to discourage unhealthy diets, such as the <a href=\"https:\/\/sftreasurer.org\/business\/taxes-fees\/sugary-drinks-tax\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">sugary drinks tax (opens in new tab)<\/a> voters approved in 2016.<\/p>\n<p class=\"paragraph-block article-body undefined text-left\">The suit also claims advertising for ultra-processed foods disproportionately targeted Black and Latinx children at rates roughly 70% higher than for white youth. According to the complaint, 16.1% of Latino high schoolers in San Francisco and 18.7% of Black high schoolers were classified as obese in 2023.
