San Francisco is a city that prides itself on being bold, innovative, and \u2014 let\u2019s be honest \u2014 a little baffling.\u00a0\u00a0<\/p>\n
But even by our standards, the San Francisco City Charter is something special. At my organization, SPUR, we spend a lot of time trying to understand how this city actually works (or doesn\u2019t) and coming up with solutions for our most pressing problems. If there\u2019s one document that quietly shapes everything from how a sidewalk gets repaired to how a mayor hires staff, it\u2019s this sprawling, sometimes brilliant, sometimes befuddling charter of ours.<\/p>\n
Most people never read it \u2014 and I don\u2019t blame them. It\u2019s long. It\u2019s dense. It\u2019s been amended so many times that it now resembles a civic Jenga tower where every block was placed by a different committee. But if you really want to understand why our government operates the way it does, why city departments get tangled up in process, or why your ballot feels like a phone book every election, the answers often lie in the charter\u2019s fine print. This document is sorely in need of change \u2014 a process that Mayor Daniel Lurie and Board of Supervisors President Rafael Mandelman just launched (opens in new tab)<\/a> with their citywide effort to reform the charter.<\/p>\n To bring our maddening charter into focus, we put together this quiz \u2014 not to torture you but to shine a little light on the quirks, surprises, and head-scratchers baked into the document that quietly shapes how we live in San Francisco.
