{"id":95427,"date":"2025-12-15T16:54:06","date_gmt":"2025-12-15T16:54:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/95427\/"},"modified":"2025-12-15T16:54:06","modified_gmt":"2025-12-15T16:54:06","slug":"after-years-of-delays-san-diego-county-jails-will-remove-triple-bunks-blamed-in-deaths-san-diego-union-tribune","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/95427\/","title":{"rendered":"After years of delays, San Diego County jails will remove triple bunks blamed in deaths \u2013 San Diego Union-Tribune"},"content":{"rendered":"<p>After years of warnings from state regulators that the practice was dangerous and violated state building codes, San Diego County is moving to phase out the use of triple bunk beds in its jails.<\/p>\n<p>The Board of Supervisors on Tuesday approved a $3.5 million increase to the sheriff\u2019s budget to remove the bunks.<\/p>\n<p>The change follows repeated findings by the Board of State and Community Corrections \u2014 which conducts regular inspections of county jails \u2014 that the Sheriff\u2019s Office was placing three people in cells designed for two and putting too many triple bunks in dormitory-style units.<\/p>\n<p>The Sheriff\u2019s Office <a href=\"https:\/\/www.sandiegouniontribune.com\/2024\/12\/22\/despite-years-of-warnings-local-jails-confined-mentally-ill-men-together-one-recent-unreported-death-highlights-the-risks\/\" rel=\"nofollow noopener\" target=\"_blank\">has acknowledged<\/a> that triple bunking violates state regulations and creates dangerous conditions inside its jails. Triple bunking has been blamed in part for the deaths of two men and severe injuries suffered by another.<\/p>\n<p>The triple bunks have been around at least since 1987.<\/p>\n<p>A San Diego Union-Tribune article from Dec. 21 of that year, described work crews at a now-shuttered jail in Descanso soldering together bunks. The article quotes a jail official saying that making the bunks in-house saved money, costing about $30 per bed instead of roughly $220 if they\u2019d been bought from a prison supplier.<\/p>\n<p>But the practice has cost the county millions of dollars in legal settlements.<\/p>\n<p>In 2021, the family of Lyle Woodward won a $400,000 settlement in a lawsuit they filed after he was killed by a cellmate in a three-person cell in the Central Jail.<\/p>\n<p>In March 2023, the county <a href=\"https:\/\/www.sandiegouniontribune.com\/2023\/03\/04\/san-diego-county-will-pay-almost-8-million-to-man-gravely-injured-in-sheriffs-custody\/\" rel=\"nofollow noopener\" target=\"_blank\">agreed to pay Frankie Greer nearly $8 million<\/a> for injuries he sustained after he fell from the top of a triple bunk.<\/p>\n<p>According to <a href=\"https:\/\/www.sandiegouniontribune.com\/2022\/07\/04\/multiple-county-defendants-one-lawyer-judge-previously-ruled-its-not-ok-so-why-are-they-doing-it-again\/\" rel=\"nofollow noopener\" target=\"_blank\">his lawsuit<\/a>, Greer had a seizure disorder and told deputies he needed a bottom bunk, but his request was denied.<\/p>\n<p>Less than 24 hours later, he fell 6 feet from the top bunk, hitting his head on the concrete floor. He suffered a serious brain injury and was in a coma for several weeks. He\u2019s now in an assisted-living facility.<\/p>\n<p>In December 2023, Eric Van Tine was attacked after being housed with two other men in a cell measuring just under 75 square feet.<\/p>\n<p>According to sheriff investigators, Walt Mehran dragged Van Tine from his bunk after he fell asleep and beat him unconscious.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"Eric Van Tine is pictured at the coast before his arrest. (Matthew Van Tine)<\/p>\n<p>Van Tine suffered a traumatic brain injury and spent four months in a coma. He later developed a severe lung infection, was placed on life support and died Nov. 6, 2024, after his family chose to withdraw care.<\/p>\n<p>In September, <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/09\/08\/reckless-and-inhumane-family-blames-jail-officials-for-mans-death-after-cell-beating\/\" rel=\"nofollow noopener\" target=\"_blank\">Mehran pleaded guilty<\/a> to attempted murder and was sentenced to 12 years in prison.<\/p>\n<p>In a statement to the court before Mehran\u2019s sentencing, Van Tine\u2019s brother, Matthew, criticized the decision by sheriff\u2019s deputies to place three men \u2014 two with acute mental illness \u2014 in a small, unsupervised cell. He called it \u201creckless,\u201d \u201cinhumane\u201d and representative of a broader systemic failure.<\/p>\n<p>Van Tine\u2019s family <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/07\/05\/families-of-2-men-who-died-in-jail-sue-san-diego-county-pointing-to-their-histories-of-mental-illness\/\" rel=\"nofollow noopener\" target=\"_blank\">has also sued<\/a>.<\/p>\n<p>According to the Sheriff\u2019s Office, the county jail system currently has 732 sets of triple bunks \u2014\u00a0393 in individual cells and the remainder in dormitory-style housing units, all in male facilities. Removing those third bunks entirely would reduce the jail system\u2019s capacity by roughly the equivalent of one jail.<\/p>\n<p>A sheriff\u2019s spokesperson said the department is relying on the opening of new housing units at the Rock Mountain Detention Facility and the completion of construction at East Mesa Reentry Facility, both in Otay Mesa, to offset the reduction in capacity.<\/p>\n<p>Lt. David Collins said triple bunks were \u201cbeing phased out,\u201d with removals continuing into 2026.<\/p>\n<p>A <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/07\/26\/judge-hears-arguments-on-merits-of-sweeping-lawsuit-over-medical-care-safety-and-mental-health-care-in-san-diego-county-jails\/\" rel=\"nofollow noopener\" target=\"_blank\">class-action lawsuit<\/a> filed nearly five years ago over jail conditions has also pushed the Sheriff\u2019s Office to scale back on its use of triple bunks, after incarcerated people with disabilities described injuries they suffered struggling to get in and out of triple bunks.<\/p>\n<p>As part of <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/04\/judge-approves-partial-settlement-requiring-sweeping-ada-reforms-in-san-diego-county-jails\/\" rel=\"nofollow noopener\" target=\"_blank\">a partial settlement<\/a> finalized earlier this year, the sheriff agreed to stop assigning anyone with mobility issues to a three-person cell or to the top of a triple bunk in a dorm unit.<\/p>\n<p>Van Swearingen, one of the lead plaintiff\u2019s attorneys in the lawsuit, said he was glad to hear that the Sheriff\u2019s Office has committed to removing triple bunks.<\/p>\n<p>\u201cPeople with mental health issues often deteriorate in triple bunk cells,\u201d he said. \u201cCramming people into triple bunks can lead to increased health and safety risks as well as heightened violence and tension.\u201d<\/p>\n<p>Removing the triple bunks is <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/12\/09\/a-human-dignity-issue-sheriff-warns-costs-will-rise-if-supervisors-dont-ok-jail-upgrade-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">part of a larger plan<\/a> to fix outdated plumbing, electrical and security systems at several county jails and replace the nearly 50-year-old Vista Detention Facility with a new jail.<\/p>\n","protected":false},"excerpt":{"rendered":"After years of warnings from state regulators that the practice was dangerous and violated state building codes, San&hellip;\n","protected":false},"author":2,"featured_media":95428,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[28],"tags":[138,23,100,74,76,75,1696,10586],"class_list":{"0":"post-95427","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-san-diego","8":"tag-crime-and-public-safety","9":"tag-local-news","10":"tag-news","11":"tag-san-diego","12":"tag-san-diego-headlines","13":"tag-san-diego-news","14":"tag-top-stories-sdut","15":"tag-watchdog"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts\/95427","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/comments?post=95427"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/posts\/95427\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/media\/95428"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/media?parent=95427"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/categories?post=95427"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us-ca\/wp-json\/wp\/v2\/tags?post=95427"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
