TALLAHASSEE, Fla. (WCTV) – A Tallahassee man is facing a litany of charges connected to a check fraud scheme that stole over $900,000.
Martin Monroe is facing money laundering, use of personal identification information, aggravated white collar crime and conspiracy charges, per arrest papers.
According to arrest documents, Monroe was part of a check fraud scheme and was receiving photographs of checks payable to the Florida Department of Financial Services (DFS) between November 2022 and March 2023.
Many of these photos were used to create fraudulent checks that were then deposited into various people’s bank accounts, records show.

Also charged is Olivia Rowls, a former DFS employee. She is facing organized scheme to defraud, conspiracy to use personal identification and unlawful use of a two-way communication device.
Arrest papers show Rowls admitted to taking photos of checks that were sent to DFS and sending them to a man. She said she knew that he was involved in fraud and thought she would be paid for sending the checks.
Once the man had the checks, he would then send them to Monroe and another man.
Records show the pair would then make fake checks and cash them using other people’s bank accounts.
Six people are named in this scheme, however, according to court records, only two – Monroe and Rowls – have been arrested.
Documents show the total value of all the checks found in Monroe’s phone that were sent through Rowls, is $905,614.
This is not Monroe’s first allegation of check fraud.
Records show he was involved in a 2024 scheme where a half a million dollar check from the State of Florida was deposited by Solmaine McLean.
