Florida Legislature advances ‘Missy’s Law,’ aiming to keep violent offenders in jail while awaiting sentencing

  • January 21, 2026

TALLAHASSEE, Fla. (WCTV/Gray Florida Capital Bureau) – On Tuesday, the Florida Legislature voted to advance a bill named after a 5-year-old Tallahassee girl whose death in May resulted in the arrest of her mother and stepfather.

Missy’s Law is designed to keep violent offenders in custody while they await sentencing. Florida Attorney General James Uthmeier proposed Missy’s Law in June.

The bill, sponsored by Rep. Sam Greco (R), was passed in a House committee.

Florida politics:

Greco spoke about the importance of this bill following the murder of Missy Mogle last year.

“This bill is not imagining hypothetical risks and thinking, ‘Well, what might happen someday down the road.’ I’m here, and this bill is here because it already did,” he said.

Mogle’s mother, Chloe Spencer, and her stepfather, Daniel Spencer, both face murder, abuse and child neglect charges following her death.

Daniel Spencer was a registered sex offender and was found guilty in April 2025 of traveling to meet a minor.

He was out on bond and awaiting his sentencing when Mogle’s body was found unconscious in their Southwood home.

Spencer is set to face trial on June 22, 2026.
