TALLAHASSEE, Fla. (WCTV) – A Leon County woman is behind bars for a second time on fraud charges.
Ottisha Torres is charged with organized fraud, nine counts of criminal use of personal identification information, conspiracy to use personal identification information with intent to defraud more than 30 people and unlawful use of a two-way communication device, according to arrest papers.

Torres was first arrested in March 2025 as one of at least four charged for a check fraud ring that stole hundreds of thousands of dollars. According to the attorney general, Torres altered or copied stolen retirement checks totaling more than $500,000.
Her most recent charges stem from text messages investigators found between herself and a man she was living with at the time named Martin Monroe.
The messages between the pair revealed that Torres, an employee of the Florida Department of Health, had sent photographs of checks, money orders and wire transfers payable to the Florida Department of Health to Monroe.
Torres admitted to making over 30 fraudulent checks for Monroe over approximately two years, according to court documents.
The affidavit details numerous instances of Torres sending Monroe images of checks and bank account information, often discussing how to use them for fraudulent deposits.
Several individuals whose checks were sent to the Florida Department of Health later reported identity and bank compromises, per court documents. Torres also provided Monroe with dates of birth and social security numbers.
The investigation also links Torres and Monroe to a larger scheme involving fraudulent state retirement checks totaling over $1 million.
