Part of Carlton Fields’ Community & Development Series
In 2024, the Florida Legislature expanded the state’s Public-Private Partnership (P3) Act, empowering municipalities to accept unsolicited infrastructure proposals without a competitive solicitation—so long as projects align with regional development goals.
For the Tampa Bay area, this opens the door to transformative transit possibilities, including a rail system connecting key hubs: Tampa International Airport, Westshore, Downtown, Ybor, and East Tampa.
In this dynamic in-person program, industry leaders will explore how P3s can address Tampa Bay’s long-standing transit challenges and shape the region’s future, discussing topics such as:
Key updates to Florida’s P3 statute and the role of unsolicited proposals
Tampa International Airport’s SkyCenter One development and vision for expanded light rail connectivity
Insights into how “light-light rail” systems can drive transit-oriented development
Linking Westshore, Ybor, East Tampa, and Gasworx through mass transit
Public funding strategies and stakeholder support
