Florida lawmakers file CROWN Act to ban hair discrimination in schools

  • October 21, 2025

TALLAHASSEE, Fla. (WCTV/Gray Florida Capital Bureau) – House and Senate versions of the “Creating a Respectful and Open World for Natural Hair Act” or CROWN Act were filed on Tuesday.

The legislation would ban discrimination based on hair texture and protective styles like braids, twists, and locs. The measure would apply to any school receiving state money.

A 2023 CROWN Coalition study found that more than 20 percent of black women have been sent home because of their hair.

“Our children should be able to focus on learning in school, not worry about being punished for how they wear their natural hair. I’ve heard troubling stories of students being told they couldn’t walk at graduation or participate in sports unless they cut or concealed their hair. This bill puts an end to that kind of discrimination and ensures every student is treated with dignity and respect,” said House Minority Leader Fentrice Driskell.

There are 25 other states with similar laws in place, including Texas.
