A shoreline development review application has been filed with Miami-Dade County for a previously reported waterfront residential development at 8000 East Drive in North Bay Village. Submitted on February 6, 2026, the filing covers the bayfront parcels at 8000 East Drive and the adjacent 7946 East Drive site on Harbor Island, and outlines plans for a two-tower condominium development rising 498 feet, with each structure reaching 43 stories and yielding a combined 364 condominium residences ranging from one- to four-bedroom layouts, supported by an attached parking structure with approximately 800 parking spaces.
The development is being advanced by Harbor Island Development Company, LLC, an entity associated with Related Group and Macklowe Properties. The twin towers are designed by Arquitectonica, with landscape architecture by Witkin Hults + Partners.

According to the shoreline filing, the project would include a 42-slip private marina, allowing residents direct access to Biscayne Bay. The proposal also includes a 9,000-square-foot publicly accessible waterfront park along the shoreline, intended to enhance the pedestrian experience along the bayfront.

A central component of the application is the extension of North Bay Village’s Island Walk bayfront promenade. Plans call for approximately 1,289 linear feet of public waterfront walkway to be constructed along the perimeter of the site, with access provided from both the east and west sides of East Drive. Public access and long-term maintenance of the walkway would be secured through a development agreement with the Village.

The shoreline review seeks approval for a reduced waterfront setback in exchange for the proposed public improvements, including the Island Walk extension, the waterfront park, and shoreline conditions adjacent to the marina. Side setbacks and required visual corridors are shown as meeting or exceeding minimum standards, while the overall site plan emphasizes continuous public access along the bayfront edge.

Florida YIMBY last covered the project in June 2025, when plans were filed with the North Bay Village Planning and Zoning Board. The current shoreline review represents the next phase of approvals required for the bayfront development at the county level.
Although not referenced in the shoreline application itself, the project is widely anticipated to move forward as the Ritz-Carlton Residences North Bay Village, though the branding does not appear in the submitted materials.
