A Florida man is in custody after Virginia State Police claim he was responsible for a chain of hit-and-run crashes along Interstate 95 on Valentine’s Day.

In a Feb. 15 email, VSP Sgt. Jessica Shehan identified the driver as 34-year-old Garrett Ryan Sulli. Sulli listed Florida as his home state, but Shehan indicated that he was homeless.
