Universal Orlando Resort has recently filed a permit that outlines back-of-house changes for trailers near its Epic Universe theme park. While the trailers aren’t necessarily new, Universal is creating a more permanent installation as rumors continue to swirl that an expansion to the Harry Potter land will be coming soon. Here’s the latest.
Permit for Construction Trailers Near Epic Universe Harry Potter Expansion
We’ll start with an overlay of the permit on top of Google Earth imagery of the area. The project area is just north of The Wizarding World of Harry Potter land in Epic Universe. It’s part of a backstage complex of buildings that support Universal’s newest theme park.
Back in November 2025, we wrote an article about a permit filing that suggested that a massive expansion was coming to Epic Universe. At the time, the location of the expansion wasn’t known, but it was assumed to be for a backstage area near the Harry Potter-themed land.
In December, an update to the permit confirmed that the 150,000 sqft expansion was part of P905, or Project 905, the internal codename for the Wizarding World section of Epic Universe that transported guests to the streets of Paris.

For reference, here’s the outline of the expected construction site (blue) for the anticipated Harry Potter expansion, and its proximity to the newly permitted trailers.
Turning our attention back to the permit, there are a few interesting things to note. First, Universal has been working on this trailer expansion permit since August 2025. Indeed, we can reference historical imagery from friend of the site Bioreconstruct to see that the site was developed sometime last Summer.
In the photo below, you can see that the “Rico Ranch” site contained one semi-permanent trailer and a number of smaller trailers. In the distance, we can see the Epic Universe theme park, and the likely Harry Potter expansion site.
In the aerial photo below from late January, we can see that a second semi-permanent trailer has been added to the site. While adding a new trailer to the site was the original goal of the August 2025 permit, the scope has expanded, presumably due to the pending Harry Potter land expansion. More on that after a look at the site from late January.
The latest update to the permit calls for the area to be properly developed. When the work is complete, the dirt lot will be converted into some 267 new parking spaces. The new trailer will receive a proper gravel building pad, as seen in the detailed permit below.
If we’re allowed to speculate for a bit, all of this adds up to a more active, expanded trailer complex just steps away from an area that appears to be earmarked for a massive expansion to the Harry Potter land at Epic Universe.
At this point, I feel a little like Sybill Trelawney from the Harry Potter series. She was a Seer who mostly gave terrible predictions, save for one where she accurately gave a prophecy about how Lord Voldemort would be defeated. Only time will tell if the tea leaves of this permit end up being an accurate indicator of an imminent expansion to the Harry Potter land, or, if like Trelawney, this is just another bogus prophecy.
