A former Oswego County sheriff, who served in local law enforcement for more than 18 years, died Thursday at 98 years old, the sheriff’s office announced this week.

Raymond Cotton – who died in North Port, Florida – joined the sheriff’s office on Jan. 1, 1955, after beginning his law enforcement career with the Fulton Police Department, according to Kate Davis, the director of administrative services for the sheriff’s office.

Cotton rose through the ranks to become undersheriff in 1960 and was elected sheriff in 1963. He served in that role until his retirement in 1973.

Cotton’s wife, Shirley, served in the sheriff’s office as a jail matron and special deputy. She died in 2018, according to her obituary.

After retirement, Cotton remained involved in public service. He was a member of the Oswego County Republican Committee and the New York State Sheriffs’ Association, among other organizations.

Calling hours for Cotton will be held 4 to 6 p.m. Sunday at Foster Funeral Home in Fulton. A service will follow at 11 a.m. Monday, with burial at Mt. Adnah Cemetery in Fulton.
