A man from Palm Beach County was arrested in an organized retail fraud scheme at multiple Target locations spanning from Orlando to Miami, Florida’s attorney general announced Thursday.

Attorney General James Uthmeier said Keith Wallis, 39, of Palm Beach, was charged with two counts of felony organized retail theft, three counts of felony dealing in stolen property and one count of felony money laundering.

“Florida has the number one economy in the nation because of our commitment to law and order,” Uthmeier said. “Organized retail theft drives up prices for consumers, and that is not a result we are going to tolerate. These schemes will be met with the maximum punishment allowed under the law.”

Wallis allegedly committed 75 thefts across multiple Target stores between July 2025 and February of this year. Target lost over $10,000 in these thefts.

He would select multiple boxes of trading cards, as well as an equal number of 99-cent taco seasoning packages, the Attorney General’s office said.

Wallis would go to self-checkout but would only pay for the seasoning packets. He would then sell the trading cards on eBay, officials said.

Wallis generated almost $40,000 in revenue from selling the stolen goods, officials said.

He’s also suspected of stealing from Walmart and Publix stores.

If he is found guilty on all charges, Wallis faces up to 90 years in prison.
