Jacksonville Sheriff T.K. Waters said Officer Christian Madsen received compensation for over 200 overtime hours that he did not complete.

JACKSONVILLE, Fla. — A member of the Jacksonville Sheriff’s Office has been arrested on multiple felonies for allegedly receiving $14,000 after falsifying his timecards, Jacksonville Sheriff T.K. Waters announced during a press conference Thursday.

Christian Madsen, who had been employed at JSO for over a decade, faces charges of grand theft, organized fraud and official misconduct – all third-degree felonies.

Waters said Madsen, 31, was immediately suspended upon his arrest, and as a result, does not have police authority. The sheriff added that the agency will seek his termination.

According to Waters, on Feb. 12, JSO’s Integrity Unit received information that Madsen intentionally submitted falsified overtime claims and received compensation for traffic enforcement work he did not perform.

From Dec. 1, 2025, to Feb. 7, 2026, Madsen submitted claims for compensation for overtime traffic assignments he allegedly worked, according to Waters. Integrity detectives discovered that “systemically,” Madsen either did not complete any or all the traffic enforcement for which he claimed compensation, Waters said.

“As a result of his fraudulent claims, Madsen received compensation for over 200 overtime hours that he did not complete, resulting in his unjust enrichment of more than $14,000 in public funds,” Waters said. “These funds were paid by a combination of the City of Jacksonville and the state of Florida FDOT grant reimbursements. The cumulative nature of Madsen’s conduct demonstrates a deliberate ongoing course of criminal behavior, rather than a reflection of the administrative error or isolated accident.”

Madsen’s arrest marks the second arrest of a JSO employee by the agency in 2026.
