A 42-year-old man is facing DUI manslaughter and vehicular homicide charges four months after a 49-year-old electric scooter driver was killed in Port St. Lucie.Marc Swantic was arrested in connection with the fatal crash that occurred in the early morning of Oct. 31 on South Crosstown Parkway, the Port St. Lucie Police Department said Friday. He was booked Wednesday into the St. Lucie County Jail on two negligent manslaughter charges.At 5:45 a.m. on Halloween, St Lucie County Emergency Dispatch Center received a call reporting a pedestrian on a motorized scooter was stuck by a vehicle on the six-lane thoroughfare connecting Tradition to U.S. Highway 1A.An investigation determined a black 2021 Mercedes sedan was driving west on Southeast Crosstown Parkway and failed to stop for a solid redlight at Southeast Sandia DriveAt the crosswalk, the Mercedes struck the pedestrian, who was later identified as Victor Santiago. He was riding a Maxshot 350W standing scooter without a seat or saddle that is legal to be ridden without a license at less than 20 mph.Swanick told investigators he was heading home from an appointment in Stuart. He said he was driving 40 to 50 mph, had a green light and went through the intersection. Swanick said he heard a “boom” and stopped his vehicle. He said he got out of the vehicle and noticed the scooter and a shoe.The rider wasn’t initially found, but he said he saw someone sitting near the area where emergency personnel arrived.Subsequently, he failed field sobriety tests.
