Neighbor praises passage of bill named after 5-year-old killed in Tallahassee

TALLAHASSEE, Fla. (WCTV) – Missy’s Law is now on its way to the governor’s desk after the Florida Senate passed the bill by a unanimous vote Wednesday night.

The bill would require convicted sex offenders to remain in jail until sentencing.

The legislation is named after 5-year-old Missy Mogle. Tallahassee police say she died after being abused by her mother and stepfather in their Southwood home in May 2025.

Neighbors who helped to organize vigils and the planting of a memorial tree on the Southwood playground say they are grateful to know Missy’s Law is now on its way to the governor’s desk.

“I think that we were just really pleased that the law passed, that we’ve gotten one step closer to making this a law and keeping our communities safer. Missy’s life mattered and I think her legacy is important if we can prevent another tragedy like this from happening again. That’s an important legacy for Missy to have.”

Missy’s mother and stepfather, Chloe and Daniel Spencer, are both accused in her murder, which happened just weeks after Daniel was convicted of an unrelated child sex crime and released on bond to await sentencing.

“There’s no way to make sense of it. I don’t know how this could have happened,” Chambers said. “This neighborhood wants to stand up for Missy and wants something positive to come from her passing and I think it’s important that we see this through to the end.”
