TAMPA, Fla. — The Tampa Police Department announced Wednesday it has terminated its assistant police chief for “failing to meet the expectations required for the role.”
Ruth Cate was promoted to the role in February 2025. Last Friday, Chief Lee Bercaw and the employee relations manager met with Cate to inform her that, as an at-will employee, she would be terminated from her position, which the police department said requires a “high level of trust, sound judgment, and strong leadership to guide the organization’s direction, operations, and standards of professionalism.”
After informing her, officials say Cate requested the opportunity to retire and utilize accrued annual leave. In recognition of her 29 years of service, she was granted that opportunity and the ability to communicate her retirement to the staff on Monday.
However, TPD said Cate instead raised concerns, alleging retaliation and indicating that she had retained legal counsel. The department then placed Cate on administrative leave to allow Human Resources to review her concerns.
On Thursday, Cate and her attorney met with HR and made new complaints that the department said will be reviewed “pursuant to established procedures by the City of Tampa.”
In a statement, TPD said Cate’s allegations do not affect the decision to terminate her employment.
“The Tampa Police Department remains committed to fairness, professionalism, and the equitable treatment of all employees,” Chief Lee Bercaw said in a statement. “We will continue to uphold the highest standards of accountability and service to the department and the community. The department is made up of strong, qualified, and well-trained leaders who will ensure a smooth transition while remaining fully committed to our mission of keeping our community safe.”
10 Tampa Bay News has requested a copy of any releasable documents related to Cate’s employment and subsequent termination, as well as any information regarding Cate’s allegations.
