The application was filed before cost analysis studies have been completed, though the cost of a new stadium is projected at $2.3 billion.

The Rays have yet to secure funding for a new stadium but have said they would pay at least half. The team wants the rest to come from public funding sources.

Hillsborough County and the city of Tampa could vote on a stadium deal next month.

The committee will vote Tuesday on whether to have Skanska conduct a second study on the roof of the Rays proposed stadium.
