A 33-unit mixed-use project is moving through Tampa’s rezoning process along the Nebraska Avenue corridor, adding new housing and ground-floor retail in VM Ybor.
The proposal, at 3101 N Nebraska Ave, calls for a three-story building with up to 33 residential units and about 1,850 square feet of storefront commercial space facing Nebraska Avenue, according to city filings.
The site sits at the northeast corner of East 23rd Avenue and includes 41 parking spaces integrated into the project.

Plans place retail along the corridor with pedestrian access and incorporate parking within the structure, aligning with the city’s push toward more street-oriented development along Nebraska Avenue.
The building would rise to a maximum height of 45 feet on a roughly 0.65-acre site.
City planning staff found the request consistent with Tampa’s comprehensive plan, citing the site’s location along a transit corridor and within the East Tampa urban village, where policies encourage mixed-use infill and additional housing supply.
Tampa City Council is also weighing smaller rezonings that reflect similar pressure to add housing in established neighborhoods.
A separate request in Tampa Heights would allow up to two units on a previously single-family lot, highlighting ongoing tension between neighborhood character and the city’s push for incremental density.
