DELTONA, Fla. — Volusia County is planning to address a major road that currently has a C and D level of service rating because of traffic flow.
The Volusia County Council approved a study in February to widen Howland Boulevard from four to six lanes.

The study will also look at sight distance problems for those turning from both Roseapple Avenue and Loblolly Street onto Howland
“I have been late a couple of times coming in because of the fact that… there’s just too much traffic, or you’ll have an accident and it backs up all the traffic,” said Jim Wallace, the manager of Found and Cherished Resale in Deltona.
Howland Boulevard, one of the main access points to Interstate 4 in Deltona, can currently handle 32,940 trips a day.
The stretch from Interstate 4 to Deltona High School at Wolf Pack Run is at 94% capacity, with a D rating for the level of service. From the school to Catalina Boulevard, Howland Boulevard is at 82% capacity, a C level of service.
“It just gets heavily traveled,” Wallace said. “But there isn’t really very many alternatives.”
The study will look at specific changes needed to make traffic on Howland safer and flow more freely. No timeline or costs associated with the widening have been associated with the project.
County officials said they hope widening Howland Boulevard will help relieve the backups.
The study will also look at sight distance problems for those turning from both Roseapple Avenue and Loblolly Street onto Howland Boulevard, along with a dedicated right-turn lane into the high school.
“I really think that it would help a lot to alleviate some of the heavy congestion, especially in the mornings and in the late afternoons,” Wallace said.
