Thomas Loughary, 37
UPDATE:
JACKSONVILLE, Ill. (WICS/WRSP)— A 37-year-old man was arrested after a roughly 10-hour standoff with police early Friday following a reported domestic battery and gunfire incident, authorities said.
Officers with the Jacksonville Police Department were dispatched at about 1:23 a.m. to the 700 block of Park Street for a report of domestic battery. When officers arrived, they located a victim who told police that Thomas M. Loughary, who was known to them, had struck them during an altercation. Police said a firearm was discharged during the incident.
The victim was taken to Jacksonville Memorial Hospital for treatment and later released.
Authorities said Loughary barricaded himself inside a residence in the same block. Officers secured the area and evacuated nearby homes as a precaution. Investigators obtained a search warrant with assistance from the Morgan County State’s Attorney’s Office.
The Jacksonville Police Department’s Special Response Team, along with the Illinois State Police SWAT Team, responded to the scene and began negotiating with Loughary.
He later surrendered without incident and was taken into custody.
Loughary was arrested on charges of domestic battery, aggravated discharge of a firearm, possession of a weapon by a felon and possession of a weapon with a revoked FOID card. He was booked into the Morgan County Jail and is awaiting a court appearance.
The Morgan County Sheriff’s Office, South Jacksonville Police Department, Illinois State Police and LifeStar Ambulance assisted during the incident.

JACKSONVILLE, Ill. (WICS/WRSP)— Illinois State Police and the Jacksonville Police Department have confirmed that the armed subject, who had been barricaded alone inside a home, has safely exited the residence and is now in custody.
JPD officers responded around 1 a.m. to a home in the 700 block of Park Street in Jacksonville for a domestic disturbance in which shots were reportedly fired. ​
JPD officers communicated with the subject, but he was initially uncooperative ​ JPD requested ISP to respond with crisis negotiators and SWAT officers. ​
At approximately 11:30 a.m., the subject exited the house and has was taken into custody for medical evaluation. ​
There were no injuries to officers or the subject.
700 block of Park Street in Jacksonville
UPDATE:
JACKSONVILLE, Ill. (WICS/WRSP)— Our team has confirmed a SWAT team has taken a man into custody and is now clearing and searching the home.
The man was standing outside of the home in the 700 block of Park Street when the SWAT team tackled him.
The man is currently in handcuffs and sitting in a SWAT truck. The SWAT team has entered the house with guns drawn.

JACKSONVILLE, Ill. (WICS/WRSP)— Illinois State Police and local law enforcement are continuing to respond to a barricaded subject believed to be armed, but alone, in a home in the 700 block of Park Street in Jacksonville.
ISP confirm this is not a hostage situation. ​
Jacksonville Middle school is closed for the day, and outside activities at an area college are cancelled. ISP ensure that the public is not at risk at this time. ​

JACKSONVILLE, Ill. (WICS/WRSP)— Jacksonville School District 117 has cancelled classes for Jacksonville Middle School today due to an active crime scene near the school.
District administrators have been told by police that the situation is dangerous. The other JSD 117 schools will hold classes as normal.
The Jacksonville Police Department has confirmed a large presence in the area, but could not release anymore details about the situation at this time.
