Todd Cullers has been deemed incompetent by a judge while facing charges of indecent touching and exposing himself.
JACKSONVILLE, Fla. — A Jacksonville mother is demanding accountability after police said a man exposed himself in front of her daughter and groped her while riding a school bus to Riverside High School.
The suspect, 42-year-old Todd Cullers, faces multiple charges, including exposing himself and indecent touching of certain minors; however, a judge deemed Cullers incompetent to continue court proceedings.

Jerica Major said the incident has been difficult for her daughter and family.
“She’s terrified to get on the bus,” Major said.
Major said her daughter, who was 17 at the time, boarded the bus the morning of March 2 as usual. Investigators said Cullers got on the bus several stops later at the intersection of First and Franklin streets in Jacksonville.
“She was screaming, hollering, I couldn’t understand what she was saying. She was crying real loud, Major said.”
According to the arrest report, Cullers walked back to where the teen was sitting, touched her inappropriately, sat across from her and exposed himself.
“I was just disgusted, like what?” Major said.
The victim then reported the incident to the bus driver, according to the report. Investigators said Cullers responded by saying, “sorry my bad.” The driver stopped near A. Philip Randolph Park, where Cullers exited the bus. The arrest report stated the driver did not immediately report the incident to the school or the bus depot.
Major said her daughter reported the incident to the school principal and school resource officer once she arrived on the school’s campus.
“What went through my mind was what is going on? How did this even happen? I still didn’t couldn’t understand how it happened,” Major said.
First Coast News Crime and Safety Expert Mark Baughman said the victim did everything right.
“You always want to tell your kids, hey, look, if someone’s committing a crime in front of you and you’re the victim, or even if you’re not the victim, say something, get this reported to the authorities,” Baughman said.
Cullers was arrested the same day in connection with a separate burglary with assault case after investigators said he tried to touch a woman inside her home near A. Philip Randolph Park.
According to the arrest report, Duval County Public Schools police used bus camera footage and surveillance video from around the bus stop and park to identify Cullers.
“The good part of it is that burglary that subsequently was committed by the suspect here, it ties him in that area, time frame, and to the crime itself,” Baughman said.
A spokesperson for Student Transportation of America confirmed the bus driver no longer works for the company. First Coast News asked if any policies have changed since this incident, but the STA spokesperson declined to comment.
A spokesperson for DCPS said in a statement that their thoughts remain with the student and her family.
“The safety of our students is non-negotiable, and what occurred is unacceptable. We hold our transportation providers to strict safety standards and expect full compliance at all times,” a DCPS spokesperson said.
Cullers was arrested on April 23 in connection with the bus incident. He was deemed incompetent to continue court proceedings on May 7 and is scheduled for a review hearing in November 2026 according to the Duval County Circuit Clerk website.
Major said she now wants justice and accountability from the bus company.
“I want to see him get some type of jail time. And I want see extra security on the bus because I do have other kids who catch the bus…they need to pay attention to who gets on the bus,” Major said.
This was not the first time Cullers has faced charges related to exposing himself. He was charged with exposure of sexual organs in 2018 and was found incompetent for a period of time before ultimately pleading guilty. He was also arrested in August 2025 on another exposure of sexual organs charge, though that charge was later dropped.
