The fugitive is also facing two felony drug possession charges.
KEY WEST, Fla. — A fugitive wanted out of Plano, Texas, for online solicitation of a minor under the age of 14 years old, has been arrested in Florida for jumping bond, according to the Key West Police Department.
Phillip Patrick Owens, 47, was arrested by local United States Marshals Service and the Key West Police Marshal’s Task Force after authorities canvassed the city.
Plano Police say Owens was previously arrested on a solicitation of a minor charge in 2023 and was out on bond pending trial. After jumping on bond, an arrest warrant was issued on October 14, 2025. Â
Owens was found on a Key West beach and taken into custody without incident, officials say.Â
Once Owens arrived at the Monroe County Detention Center, police found cocaine and methamphetamine on him. He now faces an additional two felony drug possession charges.Â
