TALLAHASSEE, Fla. (WCTV) – Leon County Schools is considering hiring a student recruitment company as enrollment has declined since the pandemic.
The Leon County School Board is contemplating student recruitment firm Caissa K12 to help bring students back to the district’s public schools amid increased competition from other education options.
Superintendent Rocky Hanna said he found out about the recruitment firm through the Florida Superintendents Association. The firm specializes in student recruitment, retention and chronic absenteeism campaigns for public school districts.
“There’s no money up front. They don’t get paid unless we get paid. So once we receive money through the State of Florida for a student who is enrolled, then a portion of those proceeds would go to the company,” Hanna said.

They use political-style, on-the-ground and digital marketing strategies to help districts combat declining enrollment and compete with charter and private schools. They focus on tracking student enrollment, conducting door-to-door or targeted parent outreach and running marketing campaigns, typically under a performance-based contract where they are paid based on results.
According to the recruitment firm’s website, they work with schools across the nation, such as Denver Public Schools, Detroit Public Schools and in Florida with the Alachua County Public School District.
“Institutions of higher learning. Florida State, Florida A&M, Tallahassee State College all have offices of recruiting. They want to recruit people to come to A&M or to Florida State, or to TSC. We’re not unlike them. We’re just creating some type of recruiting tool to tell the good things that are happening in Leon County Schools to recruit students that are in our private schools or homeschool programs,” Hanna said.
Hanna said the district needs to adapt to the changing education landscape.
“This is the right thing to do. I mean it just is. Now that we are in competition with private and homeschool programs because of the vouchers that are being funneled off. Taxpayer dollars are being funneled off to these private schools we have to up our game,” Hanna said.
Hanna says no decision on hiring the recruitment firm has been reached yet.
