TAMPA, Fla. (WFLA) — Three people are facing RICO charges after law enforcement reportedly discovered a narcotics organization being run out of a local business.
According to the Tampa Police Department, officers began their investigation after responding to community concerns of illicit drug activity in 2025.
Undercover operations revealed a large-scale drug operation operating out of Vicky’s Supermarket, also known as Royal Supermarket, located at 420 E. Floribraska Ave.
Police said the store’s owners, their family members, and employees were conducting narcotics sales inside and outside the business. Investigators also linked two nearby homes on East Floribraska Avenue to the criminal enterprise.
TPD secured court-authorized search warrants for multiple locations, which tactical teams executed on Aug. 25, 2025.
This resulted in immediate arrests and the seizure of multiple firearms, thousands of dollars in cash, and a significant volume of illegal drugs, including fentanyl, methamphetamine, cocaine, and synthetic marijuana.
TPD, along with the Hillsborough County Sheriff’s Office, conducted a secondary search at the business owner’s home in Seffner. Detectives uncovered additional firearms and “a heavy volume” of trafficking-weight narcotics.
Police eventually received approval from the State Attorney’s Office to level Racketeer Influenced and Corrupt Organizations (RICO) charges against the suspected leaders of the organization, officially classifying the group as an organized crime family.
In total, law enforcement recovered:
6.2 pounds of Synthetic marijuana
28 grams of Methamphetamine
74.8 grams of Marijuana gummies
The following suspects are facing RICO charges:
Blas Martinez Morgado, 73 – RICO conspiracy or endeavor delivery of cocaine within 1000 feet of a park, community center, or recreational facility, and possession of cocaine.
Rosalis Green, 35 – RICO conspiracy or endeavor; own, lease or rent for the purpose of trafficking, selling, or manufacturing a controlled substance; keeping public nuisance structure for drug activity; possession of a drug without a prescription; possession of a controlled substance; operating an unregistered vehicle.
Dejuan Green, 39 – Rico conspiracy or endeavor; delivery of a controlled substance within 1000 feet of a park, community center, or recreational facility; possession of a controlled substance (opiate); resisting an officer without violence.

The following suspects were also arrested throughout the investigation:
Angel Collazo, 36 – Charged with delivery of cocaine within 1000 feet of a park, community center, or recreational facility; sale of a controlled substance within 1000 feet of a park, community center, or recreational facility; possession of a controlled substance; possession of cocaine
Dionne Dennison, 39 – Charged with possession of a controlled substance with intent to sell, manufacture, or deliver within 1000 feet of a park, community center, or recreational facility; sale of a controlled substance within 1000 feet of a park, community center, or recreational facility; possession of a controlled substance; possession of cocaine; possession of drug paraphernalia
Terrance Jones, 42 – Charged with delivery of a controlled substance within 1000 feet of a park, community center, or recreational facility; possession of controlled substance
Angel Luis Merced, 53 – Charged with felon in possession of a firearm; felon in possession of ammunition; possession of a controlled substance; possession of drug paraphernalia
Todd Charles Seng, 52 – Charged with possession of a controlled substance; possession of cocaine; possession of drug paraphernalia
Elvin A Sosa, 33 – Charged with possession of a controlled substance; possession of drug paraphernalia
Diana Suarez, 56 – Charged with delivery of a controlled substance within 1000 feet of a park, community center, or recreational facility; possession of cannabis
Xavier Williams, 57 – Delivery of cocaine within 1000 feet of a park, community center, or recreational facility; possession of cocaine; possession of a controlled substance;
Public Nuisance Abatement Board (PNAB) notices were served on the business and its owners, and the property owner served an eviction notice to Vicky’s Supermarket.
