Brito Rios was driving a 2022 Toyota Supra when shortly before the collision, an officer clocked him going at 80 mph in a 30 mph zone, the report said.
The officer attempted to follow the vehicle and saw it speeding and making lane changes, even entering an opposing lane and going into oncoming traffic to overtake other motorists, the report said.
As the car went around a curve, Brito Rios failed to stay in his lane and was going southbound in a northbound lane when he collided head-on with another vehicle, the report said.
The driver and passenger of the other vehicle were hospitalized and the driver, whose name wasn’t released, was pronounced dead the next day.
A data recorder showed the Supra’s minimum speed before impact was 54 mph in a 35 mph zone, the report said.
Brito Rios was booked into jail and was expected to appear in bond court on Friday.
