TAMPA, Fla. (WFLA) — Two Tampa police officers resigned earlier this year while under investigation for claims that they engaged in sexual activity with a public safety telecommunicator while on duty.

Officer Ryan Fagan submitted his resignation in February, while Officer Nevin Morales resigned a month later. The internal investigation found that both officers violated multiple departmental policies, including a policy prohibiting sexual activity while on duty.

A final disposition letter provided by the Tampa Police Department further described the nature of the allegations against the two officers.

In September, a person, who is not named, filed a complaint with the department’s Professional Standards Bureau saying that a telecommunications employee was leaving work to meet with three TPD officers for sexual activities at a nearby business.

The person further claimed that the employee was intentionally moving a camera out of view of the meeting spot. The telecommunicator was not named in the letter, and it’s unclear if she is still employed with the department.

Investigators said she admitted to engaging in sexual activity with Fagan and Morales but told them that nothing happened between her and the third officer mentioned in the complaint.

The third officer, identified as David Zeigler, was given a warning for placing his body-worn camera into sleep mode without a valid reason, but remains employed with the department.

The telecommunicator told investigators she met with Morales while he was on duty on July 22, 2025. Morales sent her a text message beforehand, saying, “Best place to do it now. I have more room in this new car,” according to the letter.

Morales claimed the message was taken out of context and denied all allegations. However, in the final disposition, investigators said evidence showed that Morales’ statements were “not credible or truthful.” The letter noted that Morales could not provide any motive for why the telecommunicator or any other witness would fabricate their statements.

Investigators also reviewed text messages between Fagan and the telecommunicator, which they said indicated that something “sexual” had happened between them.

According to the letter, Fagan was on a special assignment at a location two miles away from where the telecommunicator was working when he left to meet with her. Fagan claimed he had been relieved from the assignment, though investigators said there was no documentation to substantiate this, and the assignment went “unstaffed.” The nature of the assignment is unclear.

An audit of Fagan’s body-worn camera also revealed that he had improperly placed the device into sleep mode, investigators said.

The law enforcement certifications for Fagan and Morales were forwarded to the Florida Department of Law Enforcement in April for review and could potentially be revoked.
