19 year old accused of blackmailing teen, forcing her to perform sexual acts
LEE COUNTY, Fla. —
Luis Serrano Arcila, a 19-year-old and recent Estero High School graduate, was arrested Friday on charges of extortion and sexual assault after a teen reported he forced her to perform oral sex in a parked car at a Cape Coral Target in 2024.
According to his arrest report, the victim told her parents about the incident last April before contacting Cape Coral police. She said Serrano Arcila reportedly threatened to release intimate photos of her, which she feared would ruin her reputation.
The victim believed Serrano Arcila had screenshotted her photos via Snapchat and used them to blackmail her.
Psychology expert Diana Salazar said these situations can be difficult for victims to come forward.
“A lot of times, we find a lot of self-punishment. Right? When we feel so upset about the situation that sometimes it gets to the point of feeling like that we actually deserve, what, the consequences of those, you know, situations,” Salazar said.
Investigators interviewed Serrano Arcila last September at Estero High about his Snapchat messages, where he reportedly admitted to having oral sex with the victim.
Serrano Arcila has a history of similar allegations, according to his arrest report. In 2021, students reported seeing a 13-year-old perform sexual acts on him on a school bus, but no charges were filed. In 2022, another incident occurred with a 14-year-old girl. In 2023, a 15-year-old girl reportedly got into Serrano Arcila’s mother’s car at Bell Tower, and he claimed they did “things,” but the parents did not press charges. In 2024, a fourth incident involving a 14-year-old was reported, but no charges were filed.
Salazar said social media and television shows can play a role in influencing such behavior.
“This level of entitlement over others or empowerment over other people, right? And sometimes, again, that’s fed by social media sometimes as well, because as I said before, it’s normalization of the sexual act, right? Or normalization of ‘Oh, when they say no, they mean yes,'” Salazar said.
Serrano Arcila is currently in custody on a $75,000 bond and under an ICE hold.
Salazar expressed hope that this case will encourage other victims to come forward and seek help.
