The Port St. Lucie Police Department announced Wednesday that it has made an arrest in a shooting investigation.Justin Hobel, 43, was arrested and charged with first-degree murder, attempted first-degree murder and false imprisonment of an adult.The police department said it responded to the 1900 block of SE Bolton Avenue on Tuesday afternoon regarding a shooting. A caller told 911 that there was a body lying in the driveway of a residence. When officers arrived at the scene, they heard gunshots and found a 25-year-old man in the roadway. The man was handcuffed and bleeding from a cut on his face.Hobel was located at the scene and taken into custody along with the man who was handcuffed. The police department said a handgun near Hobel was recovered.Officers then located Jonathan Somoano, 26, lying in the driveway of a residence with a gunshot wound to his chest.The police department said it began life-saving measures on Somoano. Somoano was transported to a local hospital where he was pronounced dead.During its initial investigation, the police department determined that Hobel, Somoano and the third man were living together as roommates. The three men had not slept in two to three days and allegedly Hobel became upset for reasons unknown.According to the police department, Hobel placed the 25-year-old man in handcuffs, pointed a gun at the man and threatened to kill him. Hobel allegedly struck the man and strangled him.During the altercation, Somoano went to a neighbor’s home, knocked on the door and asked the neighbor to call 911 because Hobel was “acting crazy.”The neighbor closed the door and heard gunshots. Hobel shot Somoano in the neighbor’s driveway. According to the police department, the neighbor then called 911 and at that moment, Hobel attempted to open the neighbor’s door, but it was locked.According to the police department, Hobel walked back to his residence, took the handcuffed roommate at gunpoint to the roadway. Once in the roadway, Hobel allegedly punched and strangled the 25-year-old man as he begged for his life. A witness saw the encounter and while recording it, they told Hobel to stop attacking the handcuffed man.Hobel then began to yell that the handcuffed man was an “Algerian spy” and approached the witness’ vehicle and began to hit on the vehicle window. At this time, the handcuffed man ran away to safety. During the time the man began to run away, Hobel began to fire his weapon at the handcuffed man.
