TAMPA, Fla. — The University of South Florida is addressing off-campus housing safety concerns after two students were killed earlier this year.
USF graduate students Nahida Bristy and Zamil Limon were murdered in April at Limon’s off-campus apartment.
University President Moez Limayem announced that the school is working with more than two dozen off-campus housing providers to include them in the school’s off-campus housing network and adopt stricter housing standards.

The effort includes guidance from the USF Police Department on issues like lighting, surveillance and building access.
In addition, the university has made resources available for students to select roommates and reach out regarding any concerns with their living situation.
“Hopefully we’ll at least establish a case of change that could later on be used for whatever groups seek greater housing accountability outside of USF,” said USF student Abraham Albadawi, a friend of the victims, about the proposed changes. “And other universities over the state of Florida, wherever. I do see hope that Zamil and Nahida did not die in vain.”
Hisham Saleh Abugharbieh, Limon’s roommate, is facing murder charges in the deaths. Abugharbieh could face the death penalty. His trial is scheduled to begin in November 2027, though a status conference on the case is set for December 2026.
