City of Quincy implementing hiring freeze to avoid budget deficit

QUINCY, Fla. (WCTV) – The City of Quincy currently has a hiring freeze for open positions to avoid a budget deficit, according to City Manager Roger Milton.

Despite the freeze, Milton said the city is not at the point where people will lose their jobs.

“We hope that we will be able to make it through this budget year without doing that,” Milton said.

To balance the budget initially, Milton said the city had to move about $500,000 from its reserves. After making cuts in several areas and freezing open positions, Milton said they were able to put that money back into the city’s reserves.

“On top of that, we are constantly – and we will be throughout the year – looking at each and every budget, monitoring it to see if there are ways that we are able to reduce our spending,” Milton said. “So, at the end of the year, we would have a fund balance versus being even.”

Some of the frozen positions include the police and fire departments, along with code enforcement. Milton said those positions were already vacant. However, if someone leaves their current role, he said that position would be replaced.

“We want the community to fully understand there will be no jeopardy to safety with doing that,” Milton said.

Milton also emphasized the importance of transparency for residents.

“We’re an open door now,” he said. “So it’s not just the city manager and the five commissioners. It’s the entire city of Quincy that we want to get involved to help us to move this city forward.”

He encouraged residents to bring suggestions and ideas to the city to help enhance the quality of life.

“We cannot, maybe, act upon all the suggestions and recommendations, but we are embracing and moving in a direction for which all thoughts and ideas are important,” Milton said. “We will definitely listen to see if we can incorporate that.”

As part of the new budget, the city also approved an increase to the millage rate to help generate more revenue for the city.
