The next phase of Water Street Tampa’s growth has a huge new piece. Strategic Property Partners (SPP), the development team behind Water Street Tampa, announced that it has filed plans for a new luxury residential tower at the intersection of Water Street and Cumberland Avenue, across from Predalina and Synovus Bank.
Soaring an approximate 400 feet into the downtown Tampa skyline, the yet-to-be-named luxury residential tower will host 452 residences above ~37,000 square feet of curated retail space on the lower floors. SPP formally submitted the new plans to the City of Tampa’s development review process today.

The new tower is being designed by Nichols Architects, with interiors by MAWD | March and White Design. SPP says the tower’s contemporary design will feature expansive glass, rounded edges, and flowing architectural lines that maximize natural light and showcase water and downtown views. Residences will range from studios to three-bedroom homes.
SPP selected Moss as the general contractor for development, following the success of their partnership during Water Street Tampa’s first phase. Moss previously served as general contractor for Water Street Tampa’s Cora residential building and was recently selected, through a joint venture with Barton Malow, to build the district’s planned entertainment destination.
SPP says the tower is “designed to complement Water Street Tampa’s walkable lifestyle, placing residents within steps of the neighborhood’s restaurants, shopping, entertainment, parks, recreation and waterfront.” An expansive amenity collection will include a demonstration kitchen and entertaining lounge, coworking spaces, media room, game room, state-of-the-art fitness center, resort-style pool and hot tub, sauna, cold plunge, pet spa and dog run.
SPP expects to break ground in spring 2027, with completion expected in late 2029. The project will also include 645 parking spaces.
Along with the upcoming entertainment district and the mixed-use retail and parking development currently under construction, this new phase of Water Street Tampa’s development will bring more than 2 million square feet of new development to the district, adding up to nearly $1 billion in investment and featuring nearly 200,000 square feet of new retail and dining experiences.
