The arrest report for Donald Heine alleges that he was angry at the autistic child for peeing in the classroom.
JACKSONVILLE, Fla. — A newly released report reveals the allegations that resulted in a Duval County Schools paraprofessional’s arrest earlier this month for child abuse.
Donald Heine, 51, is accused of abusing a nonverbal autistic student at Alden Road Exceptional Student Center in Sandalwood and using him to clean up urine.

According to the Duval County School Police arrest report, multiple witnesses told police that on July 7, the victim had peed himself at school. As a teacher was calling a custodian to clean up, Heine grabbed the child, put him on the floor and used his body and shirt to clean up the urine. The child was then sent home in the wet clothing.
A witness also told police that the following day, the child spit on other people. The suspect responded by spraying the child in the head with antiseptic spray despite being told to stop by another paraprofessional.
According to the report, the teacher said that the student has trouble controlling his bladder in the classroom and is known to spit. In a police statement, she said that there was always tension between the suspect and the victim, and that there had been physical contact between the two throughout the year.
Heine faces one felony charge of child abuse without great bodily harm, as well as charges for battery and assault. He bonded out of jail on July 18.
In addition to the criminal investigation, an internal human resources investigation into Heine was launched by the district. He will not be allowed back on campus until they are complete.
