KISSIMMEE, Fla. — The Florida Commission on Ethics is set to discuss two complaints against Kissimmee Mayor Jackie Espinosa and Kissimmee Commissioner Janette Martinez during a meeting Friday morning.

The commission will consider whether the complaints — which were both filed by Kissimmee residents earlier this year — have legal sufficiency to move forward. Based on documents included with Friday’s agenda, commission staff members are recommending that the complaints be dismissed.

According to the complaint against Espinosa, she is accused of “improperly involving herself in personnel and administrative matters of the City’s Police Department.”

It claims Espinosa aided in preventing the reinstatement of Kissimmee Police Deputy Chief Wilson Munoz last December. It also claims she was involved in the termination of former City Attorney Olga Sanchez de Fuentes.

When asked about the complaint, Espinosa told Spectrum News that “it’s going to be dismissed.”

The complaint against Martinez accuses her of, among other things, giving a business she has a relationship with preferential treatment by alerting the owners of the city’s Boost 2.0 Grant Program months before it was funded and then notarizing the business’ grant application.  

The business received $10,000 in grant funds, according to the public report.

A representative for the Florida Commission on Ethics previously said the commission could not discuss active cases and that all cases are confidential until a review is complete.

The Florida Commission on Ethics meets at 8:30 a.m. in Tallahassee.

In a separate case, a final report was published Thursday by special prosecutor Mayanne Downs, who found that probable cause to file articles of impeachment against Espinosa.

This is in connection with ethics complaints involving $50,000 in city grant money awarded to three of her family-owned businesses, according to the report.

Downs found cause for impeachment on three of the seven ethics violation counts filed against Espinosa. For the other four, Downs recommended that no further action be taken.
