Julia Palaschak is Environmental Specialist II – Supervisory of Water, City of Tampa and a Florida-Friendly Landscaping Certified Professional. She specializes in residential irrigation efficiency, helping customers ‘save water save cash.’ She’s lived in her Sulphur Springs home for 30+ years where she tends to more than 100 species of plants, including a street garden for seasonal vegetables. She and her husband average 71 gallons of water per day for indoor and outdoor use.
A native of Finland, Lissan Uppgard moved to St. Louis, MO, in 2004, and later relocated to Tampa, FL, in 2011, where she currently resides. She was 1st runner up in the 2026 Water Wise award this year…. In an HOA!
