JACKSONVILLE, Onslow County — A Jacksonville man is facing several charges after an alleged incident involving police and emergency personnel at Onslow Memorial Hospital.

According to charging documents, 54-year-old Billy Joe Riggs is charged with felony malicious conduct by a prisoner involving exposure, felony malicious conduct by a prisoner involving bodily fluid, communicating threats, disorderly conduct, and two counts of assault on a government official or employee.

The documents allege Riggs exposed himself to officers while he was a prisoner and threw bodily fluid at an officer.

He is also accused of threatening to physically injure another person, using abusive language that caused a public disturbance at the hospital, kicking an officer in the arm, and acting aggressively toward an emergency medical services employee.

Riggs remains at the Onslow County Jail without bond. He is scheduled to appear in court Monday, Aug. 17.
