ST. LUCIE COUNTY, Fla. (CBS12) — St. Lucie County commissioners reached a consensus Tuesday to move forward with a bulk water service agreement for the proposed P1 Motor Club, while directing staff to review the county’s broader utility policies over the next year.

The discussion came during the Board of County Commissioners’ Sept. 8 informal meeting, where commissioners considered how the St. Lucie County Water and Sewer District should calculate water capacity for the motorsports-focused project.

County staff said Phase 1 had been calculated at 126 equivalent residential connections, or ERCs, under the district’s current methodology. P1 representatives argued the project’s water demand should be lower than a traditional residential development because its garage-townhome units are intended for occasional or seasonal use.

Staff said the units are built to residential standards, with kitchens and living areas, and that the district must reserve enough capacity to protect the utility system.

Commissioners agreed to pursue a bulk water agreement using the current ERC methodology to determine the project’s daily water allocation. The agreement would allow P1 to manage water distribution within the project while the county retains safeguards for the utility system.

The board also directed staff to begin a formal review of the county’s Uniform Extension Policy and other utility-service standards, including whether bulk agreements or alternative calculation methods should be addressed for specialized developments. Staff was asked to complete that policy work within a year.

P1 Motor Club is planned on a 650-acre former citrus grove west of Port St. Lucie. As CBS12 previously reported, the private, members-only development is planned to include two racetracks, 125 condos and custom garages. The developer has described it as a luxury country-club-style destination for car enthusiasts, without a golf course.

The P1 website now describes plans for more than nine miles of private track space, including a 4.5-mile P1 Circuit and a 3-mile Treasure Coast Circuit, as well as karting, rally and drift courses. The proposed development also includes trackside residences, garage townhomes, a clubhouse, event space and a motorsports-related commerce park.

The site advertises its garage townhomes with full kitchens, living and dining areas, along with unlimited overnight stays for owners, families and guests — features that were central to the county staff’s concern about using a lower utility-demand calculation.

The P1 discussion was the final major item during the nearly five-hour informal meeting. Earlier, commissioners discussed right-of-way needs and property acquisition for the estimated $30 million Selvitz Road widening project. The board asked staff to return with an update in February.

Commissioners also reviewed possible changes to the use of a portion of the county’s tourist development tax, received an update on efforts to address derelict vessels and long-term anchoring, and discussed potential expansions of permitted uses in agricultural zoning districts.
