JEA takes over Normandy Village water and sewer service

  • October 1, 2026

JACKSONVILLE, Fla. – More than 1,300 Jacksonville residents are getting a new water and sewer provider — and a lower bill to go with it. Starting Oct. 1, all 1,315 Normandy Village Utility customers become JEA customers, ending years of complaints about outages and boil water notices.

JEA spokesperson Karen McAllister said the utility has spent the past year improving reliability in the neighborhood and plans to keep investing.

“JEA has brought that reliability to Normandy Village for the last year and we will continue to invest in the infrastructure and provide customer service that they have been accustomed to as electric customers,” McAllister said.

What customers can expect on their bill

The transition comes with a financial benefit for residents. McAllister said customers will pay about $30 less per 5,000 gallons of water and sewer service as JEA customers.

Customers will also receive a single combined bill for both electric and water service through the JEA website.

No boil water notices in a year

For at least six years, Normandy Village Utility customers reported problems with the service. News4JAX has received multiple complaints about water outages that led to boil water notices. Residents said they were not notified when those advisories were issued.

“We never received a notice in the mail, we never received anything on the internet — so why don’t they take the proper precaution?” one customer said.

Since JEA became the steward of the Normandy utility, conditions have improved, McAllister said.

“In the last year, there have not been a boil water advisory in that neighborhood. There are not any sanitary sewer overflows. Both of those were common before,” she said.

JEA will also rebuild the wastewater system for Normandy Village. The utility is receiving help through a $20 million grant to fund that work.
