Staff could reportedly see the man over the school fence, an arrest affidavit states.

ST. PETERSBURG, Fla. — A 43-year-old man was arrested after St. Pete police say he was walking naked near an elementary school.

According to an arrest affidavit, Carlos Miller-Orraca was walking through a city park “completely naked” just before 7:40 a.m. Tuesday

Police say he was walking in an area of the park that’s right next to Campbell Park Elementary School. Staff reportedly saw him over the school fence.

Miller-Orraca told police he was part of a nude art exhibit, and that he thought he was at a nude resort.

He is charged with one count of exposing his sexual organs in a public place in a vulgar or indecent manner.

The affidavit does not state whether any children saw him.

Court records indicate this is his first public indecency offense; however, he has previously been arrested for consuming alcohol in a city park and trespassing in 2021 and 2022. He was also previously charged with theft and battery of a law enforcement officer.

Miller-Orraca is being held at the Pinellas County Jail.
