Miami, FL – Miami city commissioners are considering new regulations for electric scooters and bicycles alongside proposals to increase penalties for animal cruelty violations.

The measures appeared on the Thursday City Commission agenda and address transportation safety, animal welfare and enforcement of municipal regulations.

One proposed ordinance would establish updated operating requirements for electric bicycles, motorized scooters and other small transportation devices.

The legislation would modify existing city rules governing bicycles, skateboards and similar vehicles, including their operation on streets, sidewalks and public rights-of-way.

Florida law generally provides scooter operators with rights and responsibilities similar to bicycle riders while allowing municipalities to establish additional restrictions.

Commissioner Damian Pardo introduced a separate proposal increasing civil penalties for certain animal cruelty violations.

Under the measure, fines could reach $2,500 for a first offense, $5,000 for a second violation and $7,500 for subsequent offenses.

Commissioner Ralph Rosado also proposed changes to animal welfare regulations, including revised penalties and restrictions involving the treatment and confinement of pets.

Another proposal from Commissioner Christine King would clarify leash requirements and enforcement procedures for animals on public and private property.

The proposed changes follow reports of suspected animal mistreatment in Miami, including allegations involving a severely malnourished dog confined to a high-rise balcony.

Florida recently expanded municipal authority to impose higher civil penalties for animal cruelty violations.

If approved, the ordinances would update Miami’s municipal code and establish additional requirements for residents and enforcement officials.

The final outcome of Thursday’s commission votes has not been independently confirmed.
